For the drow, names differe I am sure from world to world. So what are some family names that could be drow? Also could a drow be dragonmarked?

Can a human barbarian be dragnmarked? What marks would they be marked by?

Any elven type names are good for drow, as well as words with a lot of apostrophes.
Drow cannot be dragonmarked. Unless your DM allows it for an interesting (and possibly world changing) backstory.

Humans of any sort can be dragonmarked - making, sentinel, passage, finding and handling. That character will have a blood tie to the house.

Well, there aren't any 4th Edition rules for dragonmarks yet. In 3.5, drow could not have a mark; they're specific to certain races and bloodlines, and drow weren't on the list. It sounds like in 4th Edition, it might be possible (albeit extremely rare and important) for a PC to get an off-race mark, but we don't know the specifics yet.

Humans have a few different marks they can manifest, including the Mark of Making, the Mark of Finding (shared with half-orcs), the Mark of Passage, and the Mark of Handling. A barbarian with a mark seems most likely to be related to House Tharashk, and thus bear the Mark of Finding, although conceivably any mark could show up if they had an ancestor from that family somewhere along the line... so a barbarian from the Seren Isles might suddenly manifest the Mark of Passage out of nowhere, and be told that their great-great-grandmother was a foreigner from Khorvaire that had a strange tattoo...
