I've yet to read about "Saints" but I'm sure Holy Figures could be considered such like Tira Moran. The template is usually considered too strict for Eberron, which is a loose alignment setting, and Saint template and all other Exalted things are the epitome of universal good, which really doesn't exist in Eberron. Sharn has one who watches over the city from a pillar and helps anyone in need, and she's not even religious.
