Hello All, I'm brainstorming for my new Eberron campaign; we'll be starting at 11th level. The PC's want to be a supra-national force responsible for identifying threats to the world and eliminating them. Like the Sentinel Marshalls, but focusing more on the X-files type cases instead of mundane law enforcement. Their initial goals are getting funding for their group and gaining legitimacy. I've provided a little by stating that there was a provision in the original Treaty of Thronehold, but it was never funded. This provision was added by Kaius III. What I'm looking at doing is a second treaty of thronehold in the year 1003 YK. Part of how i'm getting the characters together is that they will be traveling with their respective nations emissaries. Sort of a "who will join this fellowship" thing. What I'm asking for from the community are some possible reasons groups would/wouldn't attend and motivations. For example: Droam and New Cyre -- both would attend and hope for recognition. Neither would attend in an official capacity, but it would be something to shoot for. Aundair would want resolution on Thaloist, How would the Korth(sp?) Edicts be enforced. Obviously there would be tons of espionage involved for everyone, so I'm looking for some good lore ideas. Thank you
