From today's Preview article:
Interested in becoming a self-forged and using warforged components . . . even if you're not a warforged? Purchasing a clockwork bomb? Perhaps learn feats tied to your dragonmark? It's all in the Player's Guide, so look for detailed previews and excerpts in the coming months!

The only thing I can think of from 3rd that could qualify as 'self-forged' was the Renegade Mastermaker PrC which, basically, eventually turned your character into a Warforged as you worked through it.

I would love to see the return of the renegade mastermaker, hopefully as a paragon path. I've also got my fingers crossed for a true construct epic destiny.

How did it happen? Did you warp your own flesh? Or get magical items embedded into you?

How widespread was it fluff wise? Did you do it to yourself or could you go to experts in various cities to do it to you?

If I recall correctly, the Renegade Mastermaker was a prestige class for the artificer, and they basically willingly chopped of their own arm and replaced it with a warforged battlefist or equivalent. As they advanced levels, they added more and more components until, at the apex of the prestige class, they were considered warforged as opposed to say starting as a human.

I am very interested in this self-forged stuff, though I am disappointed that no mention was made of Kalashtar being in the EPG. Though, the inspired assassin gives me hope that they will be. Sorry for the minor hijack there.

Aaah okay. Well that would be on me as the DM to ensure that the players feel its sufficiently freaky and weird so they don't think its commonplace.

They did make mention of races. I think Keith's prior comments is sufficient to say that Kalashtar will be in the EPG. Although there's a chance (IMO a very small one) that there will only be Dopplegangers and Warforged in the EPG.

There were also construct grafts, introduced in Magic of Eberron (or Faiths of Eberron) which allowed you to replace parst of your body with construct parts, some of which resembled Warforged parts (like the Mighty Arm).

Considering the lack of any Psionic material at this point and 4E's inclination towards making Eberron classes core (Shifter, Warforged, Doppleganger/Changeling), if they do leave the Kalashtar out of the EPG, it would almost assuredly appear in the next PHB to feature Psionic races and classes.

While I would like to see the Kalashtar race now, part of me also really wants to wait until Psionics are released so that it can be properly utilized. Until then, it'd taking up space in the book, but won't be as relatively useful as other entries.

The Warforged Grafts were in Faiths of Eberron (weird... I know, they were really awkwardly placed there), the Renegade Master Maker was Magic of Eberron.

I have a feeling we're getting a Psion playtest in July or August, so then we'll have all the classes that are important for eberron (including the monk next monday)

Merely by virtue of being a Paragon Path it is NOT common place. Very few people have what it takes to be heroes, fewer still have the potential to become paragons, and of those few paragons their are so many paths that the presence of any one of them is minimal.

Will the Citadel cover the expanses for a construct-graft arm for a poor Brelandish last war veteran which lost an arm on the line of duty?

There is nothing stopping you from doing it fluff wise. (just don't add any bonuses) I actually think I would go that route, after all all the warforged components that you embed into it follow all the usual statistics. It just looks different.

Have they even announced a Psion playtest at all? Please don't get my hopes up.

No, not at all, that's just my gut feeling.

Well considering how the monk is a psion now, its not that unthinkable...
