Sharn, Rhash'mhaac, and Adventure

Starting a low end party off in Sharn and looking for a few ideas (or at least a sounding board) dealing with Rhash'mhaac from Sharn: City of Towers.  I've got the players starting off busting up a protection scam of his that's getting the Quiet Folk into a bit of a tight spot - the first planned scene moves out from Ellfate's Eatery into a lynching of one of the poor guys, although it's mistaken identity about goblins more than just racism alone.  This is intended to point them into a series of confrontations that ultimately ends up with Rhash'mhaac eliminated.  It's possible that one of the major gangs might wind up doing the job (especially the Boromar Clan or the Daask), but I want the PCs exposed to Sharn's seedy underbelly.

I figure the reason the city isn't cracking down on him is a combination of not being especially interested (none of his schemes are aimed at the upper classes), corruption (blackmail in this case, although it could also involve bribery), and simply having bigger problems for the competent, (relatively) honest authorities to deal with.

Hrmm.  Laying all that out suggests a few possibilities, including finding out the district's watch leader's dirty secret and then having to deal with that.
