Alright; first of all, don´t laugh. At least not too loud. The thing is I´m a big fan of Justin Hartley´s Green Arrow in Smallville, so I created an NPC based in this character.

  1. He is the only son to some Queen Diani´s dead relatives (I know this doesn´t make him super-rich, but at least a little).

  2. He is very deeply faithful to the Church of the Silver Flame.

  3. He became some sort of vigilante in Thrane. Local papers use to feature him in the cover.

So, with all these factors into account, I made him a Ranged Ranger (I´d love to make him an elf for optimizing, but it would be flavorfully wrong, so he sticked as a human). But now that the Seeker is out and running, I was thinking in making him a divine-powered seeker (instead of a primal-powered one).

Also I was thinking giving him Elven Accuracy as a racial power... his human feat would become some sort of "Elven Training" that would make him eligible for elven feats. That´s because he was lost in the southern coasts of Valenar instead of a desert island, where he became trained in the bow... and then I thought: "do valenar elves practice with the bow? They seem to have this special thing for the double scimitar".

Well, I just wanted to share. Opinions and comments (mechanical and flavor) will be greatly appreciated.

I think the bolded part is really lame. If I was your DM, I would never in a million years let that fly. Racial feats are racially restricted for a reason. Racial powers are called RACIAL for a reason. You can't just go around taking another races powers or feats. Its not ok. Not in any shape or form. That is my 2 cents, at least.

Just use the elf mechanically, and make him a human in appearance.  Problem solved.

Since its an NPC and not a PC you may want to follow the DMG2's companion creation rules instead of the DMG's NPC creation rules It will give you the freedom you seek in defining the Silver Arrow's stats and powers.

Edit:

Flavor wise I will make him a kind of a house Cannith scion by day a Cyran avenger (which explains the green) by night.

Originally from Cyre His parents died in the Day of Mourning (he was studding in the prestigious Rekkenmark Academy at the time?),
He uses his personal stash of house 'toys' to exact vigilante justice on criminals and corrupt dragonmarked members.

For some reason, I totally thought this was a PC idea...

I actually had a very similar idea, except for a rival to the PCs. I called him "Divine Arrow". The kicker was that the setting-savy PCs thought he was a devotee of the Silver Flame, but he was actually an Unaligned crusader of The Mockery (He used assassination techniques and broke the law, but only to kill corrupt individuals). I mostly made up his stats from scratch.

Remember that NPCs and companion creatures and monsters don't have feats. If you want to give him elven accuracy, give him a power with the same mechanics but call it "Divine Accuracy" or something. If you want to give him a feat, just incorporate the feat's abilities into his stat block (be wary of feats that give permanent static bonuses to basic things like defenses, attack bonus, and damage, as these are closely associated with a monster/npc/comanion's level. If you want them higher, it'd be better to just increase its level.)

I wanted to make a Pulpy hero from Thrane and I named him the Sliver Skull. He wore a silver skull mask which he found in a ruin during the War. Now he runs around thwarting evil and so on. At first I wanted him to be an Smage just because I love the class and the abilities are alot of fun but I started going with the idea of making him a ranger or rogue. The ranger could work for a Gree Arrow Hawkeye pc I believe.

Just make him a special NPC that does not follow the rules of normal NPC crafting. Like someone else said make him a companion and treat his abilities like you would if you were making a "monster"npc.
