This is a country in Sarlona that seems to have been broken spiritually by the Qouri. Will there be more information on this area that anyone know of or is it one of those things a DM will have to do on his own.

There's a great deal of information on Syrkarn in the 3.5 edition sourcebook Secrets of Sarlona. However, if you're looking for 4th edition info, yeah, it's light on canonical details.

The biggest hook for a DM writing for Syrkarn is probably the question of why the Inspired haven't bothered with it. They have the resources, and the local tribes look weak enough. So why have they ignored Syrkarn? Is it the lingering influence of the yuan-ti? The rajah rumored to be imprisoned there?

... or is it simply that it's mostly desert and mountains with a low population, so not worth the resources.

I mean the Great European powers weren't interested at all in the Arabian peninsula for the most part until oil was found there.

If they figure that, long term (and for the inspired, everything is looked at in the long term) it takes fewer  resources to just guard the borders of Syrkarn than to invade and become the de jeur rulers of Syrkarn - they simply won't bother.  Just like they haven't committed all of their forces against adar - a multi-pronged attack with everything they've got probably could take adar and wipe out the kalashtar, but they would loose far more in fighting that, then using a small number of men and weapons repeatedly wearing down the adarans.

But more likely it's the Rajah :P

That, and the fact that there is definitely a radja bound under Adara which is guarded by a large family of powerful dragons. Attack full force might actually wake the thing, or at least draw the ire of the dragons and I am sure the quori are not ready yet to risk the ire of the dragons ;)

Which makes me wonder, how do the Quori and dragons feel about one another? Do dragons dream? Would the dragons care much about the Quori and their plots to influence the dream plane? That though would be for another thread ;)

As for Syrkarn, it probably is a mix of things. First of all, the land is useless mostly and its inhabitants pose little to no threat. Secondly, it is always a good idea to have an area were dissatisfied elements can flee to. It gets them out of your own territory, where they can cause a lot more havoc, and if there is a choice, you want them into an area like Syrkarn and not Adara. Thirdly, a radja (even if just rumored) as well as strong yuan-ti pressence would also pose a discouragement. You might awaken the wrong creatures, and perhaps anger powerful beings that would otherwise ignore you.

I know the novels aren't cannon, but in Keith Baker's novel The Gates of Night, the characters travel to Dal Quor and encounter some strange sights. One of these is a sort of permanent dream set up by ancient dragon magic. This powerful dreamscape is guarded by some sort of gestalt eidolon made up of representations of the Sovereign Host. This is where dragons go to dream, guarded against the intrusion of any outside force.

From that, I got the feeling that the dragons weren't worried too much about the quori. They're aware of them, and of the influence they can command, but have taken measures to counter them rather effectively.
