so I'm running a campaign where the heroes are trying to quell or even stop the zhents from placing firm strongholds all around zhentil keep and from there expanding into the rest of the world. i have main BBEGs starting up their own mini zhentil keeps around from previous ruins to speed up the process of expansion. aside from building up strongholds in the area they are also sending out propaganda groups to simply make themselves seem a benefit to the smaller towns so they can get control and allegiance of the area without sending raiding parties to take over the hard way. They figure if they're on their side, they can go after the bigger fish and send the raiding parties where the towns wont be so easily swayed to their side.

Theres a group dedicated to keeping the zhents out of power but they lack the numbers and solid knowledge of zhent plans to do anything truly effective to get in their way. My problem is I dont know enough about the general area to know where to send the PCs for help/aid/info outside the small rebellion group. If it were simple enough for them to just go about killing as many zhents as they could it would just end up being fight after fight with no plot movement or interaction and the zhents wouldnt be any good at what they do if they couldnt get rid of a small low lvl pain in the side. If i wanted them to just go fight stuff theres a forest full of baddies they could go play in but they're dealing with the zhents so things need to be taken up a few notches. im basically just stuck fleshing out the good side of the story and lack the knowledge and literature to know how to do it well.

suggestions please!

Hello WirtsPegLeg,

May I suggest you purchase the 3.5 sourcebook Mysteries of the Moonsea? It’s got plenty of useful information for all the lands around Zhentil Keep, complete with linked mini-adventures involving slave taking that I’m sure you could adapt to your own game.

Note these mini-adventures and encounters have complete maps, encounter information and game stats for NPCs and monsters you can use.

I’ve used that book in my 3.5 Realms game with much success.
