Cormyr Peacebonding

So in reading about Cormyr I understand that weapons must be peacebonded, but when must they be peacebonded?

If your allowed to adventure, through the purchase of charters, you must be able to use weapons.  So when must you have your weapons peacebonded?

Am i wrong to assume that peacebonding only applies while in the cities?

Peacebonding is law in all of Cormyr. However, a person with weapons peacebonded usually knows one or two ornate nots that make a blade seem well tied down, when in fact a quick draw on a loose tassle will unbind the knot and free up the blade. 

Sans-purple dragon soldiers to enforce the rule, one could easily ride the fields and valleys (or walk intrepidly into a dungeon, cave or other ruin) of Cormyr without worry of keeping one's weapon peacebonded.

Skirting the laws of the land is part of the fun. ;)

If I recall, an individual in the lawful employ of a noble or merchant as a mercenary may move about without having to use peacestrings on their weapons.

Also, in the city of Arabel the law is not enforced. In fact, you don't even need an adventurers charter to carry a weapon there.
