Check Ed's answers on Candlekeep (use Ctrl+F). Ed talks about Cormyr a lot, mainly because people love asking questions about it.

does anyone have an idea of the levels (in 2nd edition terms) go with the rank structure.example what level would you need to be to have attained the Lionar and such,i think that you can get the drift of what i mean,( oh 3rd edition terms is ok also they are similiar enough to the 2nd Edition)

I know what your talking about the rank structure is knowledge based, think of it that way. The more knowledge you gain, "I E" skills and feats the character has the higher there level. That is the only way it could work, the more you know and the longer you been in the service of Cormyr the higher you can go, some times you have to wait for an opening also to advance.
I made the levels chart to go along with the ranks long ago, others may have done this also.

I can send you my rank chart by level if you want, feel free to disagree with the set up and requirements for the ranks. Then admin it to how you think the ranks and what is needed to obtain that rank, ( feats and skills).
Edit:
If you think about and the strucial base of the Cormyr and and Blue Dragons navy, it s based off the U.S. forces and how their structed.

So to make a certain rank such as Lionar, one would need to have been to the war college. With such classes being first ran at the battalion level, such as the PLDC in the Army. The Corymr equivent level would be Primary War College, the next level BNOC, then ANOC, Then more advanced classses.
The Corymr War college classes I have made are these: (as stated before) Primary War college, Basic War college, Advanced War college (Enlisted non Nobles). The officers (Nobles of Cormyr) Have a simular system to advance, The same for the Blue Dragons is done.

I would doubt that the rank structure in question comes down to a matter of levels, necessarily.

-There's a few PrCs that simulate different ranks within the organization.
