Dragons and spellcasting

Since Shar is having her followers work on rebuilding the shadow weave, would it not make sense for dragons to work on rebuilding the weave? Since dragons in 4E have lost the ability to cast spells, I thought this might be something they would work towards through the use of their own resources.

-There are plenty of individuals, and races, that this would appeal to. But, first question is: How exactly does one go about "rebuilding" the Weave?

-Is there an explanation why Dragons are no longer capable of spellcasting? Spellplague?

I'm extrapolating based on the fact that in the MM dragons are not spellcasters. I would assume they would explain that by the spellplague yes.

How exactly does one go about "rebuilding" the Weave?

Personally, with circle magics allowing people to pool their resources to cast a more powerful spell, my belief is that the spellplague is similar to that of the mage wars of Mercedes Lackey. In the guide, Mystra's was described as holding magic in her weave (not unlike a pitcher of water). The spellplague might have just spread the magic evenly out. Now, with enough time, the magic might recollect into streams and puddles, allowing spells to regain their prior power as well as being able to fill a weave construct again. That is also why I think 4E rituals take so long to cast (10 min or longer). It takes that long to collect the power needed to cast the ritual. So, recreating a weave might require something like an accumulator that the elves had on evermeet (just on a grander scale).

Dragons no longer have spellcasting in their monster stats as standard. That doesn't mean they've completely lost the ability to cast spells. If you want a spellcasting dragon than simply create one.

-An interesting idea. Creating an "artificial Weave", where each individual spellcaster is a node in the overall matrix.

Just consider the dragons in MM lesser dragons, and spellcasting ones as greater. It's what I plan to do.
