[3.5 edition set around the time of the FRCS]

I'm running an evil campaign for 2 players (they are excited about playing cooperatively). They are both followers of Velsharoon and I'm interested in having them take part in the creation of a large Velsharoon-inspired complex in the Mere of Dead Men. It is to be a site of research and creation aswell as a bastion to clerics and followers.

My question is, what kind of response should be expected from the Sword Coast / Silver Marches alliance? I can't imagine Waterdeep or Silverymoon being too excited about something like this popping up in their backyard. I have some ideas but I thought I'd ask here for further inspiration.

Thanks!

They wouldn't come into much overt conflict with governments... they would look into hireing adventurers to disrupt your characters plans.

Also they would come into conflict with Kelemvors clergy (they would be the big one for them to worry about) as well as Lathanders with possibly Silvanus.

The PCs shouldn't be too surprised if a bunch of good-aligned adventurers come along trying to stop them.

You could use an alternate name - say, Mellifleur - that most Faerûnians would be unfamiliar with.

Then you could present a 'face' that isn't so evil, like 'feeding the needy' and 'giving alms to the poor', which of course would ingratiate those miserable wretchs to your cause.

Of course, it sounds like your the DM, and these PCs aren't doing that, so I would say they are asking for a smack-down.
