Using RB's suggestion of the Delimbyr Vale (though I've located my Fallcrest more centrally in the Vale Then MT's version) as a location for Fallcrest I've come up with the following text for the Kobold Hall adventure:
The ruined estate now known as Scalegloom Hall was once an elven lord’s proud holding, a sprawling series of walls, minor fortifications and other buildings located in the northeast section of the High Forest about days travel from Fallcrest in Delimbyr Vale. The lord’s name has long been forgotten and today, the estate is called Scalegloom Hall after the multitude of warring kobold tribes that infest the place. The forest has overrun most of the grounds, with trees growing in the midst of once finely tended gardens and courtyards.
At least a dozen kobold tribes dwell within the area, hiding in the multitude of tunnels, ruins and cellars found there. The tribes mainly war amongst each other, only occasionally attacking the merchants traveling along the Delimbyr River. Years ago they united, but an expeditionary force from Fallcrest crushed the would-be conquering force. Since then the kobolds have reverted to their bickering ways.
Lately the kobolds have become more aggressive again. One of the tribes, the Skull Kickers, has stolen a cured green dragon hide destined to be crafted into a suit of scale armor . The PC’s are hired to enter the Skull Kicker’s lair, a portion of Scalegloom Hall known as Glimmershade Tower, and recover the item.
My specific concern is with peoples thoughts on the ruined estate being located in the High Forest and the possibility of Kobolds having infested the place. Does that work or should I consider another monster infestation? Or maybe a different location completely. I had originally considered (and actually prefer) putting it in the Far Forest and making the ruin estate a former Netherese lord's holding but didn't see a way of having the Kobolds stealing from a merchant heading to my Fallcrest. The logistics just didn't seem to match up.

Not disagreeing with your own placement in any way - just explaining why I placed it as I did. ;)
What you have for the Kobolds is good and makes sense - I like it better as a Nethrease ruin, and they were all over that area way back when.
