Help needed with an Adventure idea.

Hello,

The timeline i am playing is in the 3.5 edition.
I stared an adventure for an Evil group of a lich wizard level 14 and a vampire Cleric of Bane level 13. the story starts that the Cleric is send in to Undermountain to look for a Phearrim that is traped within, when they get to thier destination after a long journy they find out that there is no Pharrim to retrive and that it was all a test by Hallaster.
Of course Hallaster is not revealing himself, he appears as someone else and teleport them out and tells them that he needs them to something for him.

At this points i am stuck, i have a main big idea i want to do.
He will give them 2 gems that he wants them to place in 2 diffreant points in Waterdeep, a few minutes after they placed it a HUGE distructive explosion will take a third of Waterdeep, the reason Hallaster eant this done is it was ment to destroy a base of operation of the Twisted Rune but this event will have a BIG consenqunse.
After this i am stuck with no idea on what to do, i want the PC to be hunted by a few Organizations that was hurt by the explosion and add a big deep story, maybe even start a BIG war in realms. ideas are welcomed.

Who would hunt them would depend on who is left I guess.

1) If the explosion kills Blackstaff they would not have to worry about him. Laeral if she survives will certainly be involved in tracking down the culprits (especially if Khelban is dead). If you slay her more of the Sisters will investigate as well.

2) The Lords of Waterdeep would certainly want to track down who actually caused such massive devastation. Piergeiron the Paladinson if he is in your game as an open Lord would probably lead the rally.

3) The Harpers while at this point in the timeline have their differences with Khelban would probably be involved.

4) The Knights of the Shield have significant interests ther and if they are effected may get involved.

5) The Twisted Rune would probably also investigate if they thought it was a strike against them.

I kind of like pitting them against the Knighst and the Twisted Rune as evil vs. evil is always fun.

If Halaster did cause this effect, he has clearly gone completely insane and perhaps stopping him could be a long term goal (if the party is evil they may just want to uncover him as the mastermind and direct their newfound enemies to Undermountain). Presumably divination magic is used to reveal them as the culprits maybe they can place the blame on the City of Shade or on another local menacing group thus starting the war you are looking for.

I guess the real question is how do you see the adventure coming to a resolution? How can they stop from being hunted, by revealing they were simply duped, by slaying all of the high powered enemies they have just made, or perhaps by allying with another party that may want to aid them now that they have struck such a destructive blow against a long standing bastion of good? When I run a campaign (that is more then just a dungeon crawl) I create an outline of the adventure to determine where I want to go with it and how I want it to be resolved. Of course the party will go in a different direction but it is important to have a vision of where to go I think.
