Yes, and maybe.

We considered a magister epic destiny for the FRPG, but it's got a very strong thematic overlap with the existing archmage epic destiny in the Player's Handbook, so we chose to use that space for something else. Clearly Mystra/Savras/whoever is no longer appointing magisters for the purpose of promoting magic. But maaaaybe someone like Tempus is interested in promoting battle magic, or Corellon supports the art of magic, or Shar rewards those who master a secret related to being the best wizard out there (sorta like the Dragon Scroll in Kung Fu Panda?). So I think there's room to suggest a divinely inspired archmage even though there isn't one single deity of magic anymore.

Or, "The Magister" might nowadays be knowledge of a special ritual or spell that can only be held by one person at a time -- whoever defeats the Magister gains that secret and holds it until the next one comes along. Perhaps this spell-secret was one final gift of Mystra/Savras to the Magister back at the onset of the Spellplague.

In any event, we haven't taken a very close look at this yet, so I'm just speculating here.

As far as I recall, the Magister was directly related to Mystra--her "Champion" to a degree.

I don't see the title or position being continued within 4e.
