1. What year/years did these cities fall into ruin?

2. What was/is the source of Neverwinter's lack of winter?  Magic or warm ocean current?  And does the Neverwinter area still benefit from the lack of hard winter?

Thanks!

Im not sure on what year the cities fell into ruin, im guessing around the time of the Spellplague?

And in the video game, Neverwinter Nights, they explain why its never winter in Neverwinter. Appreantly there was some sort of Temporal Stasis chamber for the last surving members of the Sarrukh, one of the creator races. Appreantly the North used to be a tropical paradise, but the climate changed and got colder and the sarrukh's empire fell apart, so they built this contraption under Neverwinter, of course Neverwinter wasnt founded yet, any way this thing I guess put off alot of heat, so it kept Neverwinter warm during the cold season. And at the end of the game you end up getting these "keys" to open the thing up to fight the sarrukh, so Im not even sure if its still functioning now, Of course this is all from a video game so im not sure how reliable the information would even be. That and its been a little while since ive played it, so I probably got it screwed up any way. Just make something up, I wont tell nobody.

From the FR Wikki:

"The city of Neverwinter is so named because, even though the town is situated in the cold north of Faerûn, the Neverwinter River that flows through it is heated by fire elementals living under the nearby Mount Hotenow in the Neverwinter Wood. The heat given off from the river creates a permanent warm climate in the immediate area; without the elementals, the river, and subsequently the city's water supply, would freeze over."

From what I recall, there was also a rift to the elemental plane of fire involved as well, not just a bunch of fire elementals.

As to NWN, while the explanation suited the events of the game just fine, in terms of actual FR lore, there were lore-holes you could march an orc horde through in that game.  NWN2 was much better about things at least...
