Personally, I've always been opposed to item slot limitations in instances like this. If I had to stick to that rule though, I'd call it a different slot and be done with it.

that was almost certaintly the case pre- War of the Spider Queen, but post- War of the Spider Queen, it has that "Test" chapter where it shows what she would do if she didn't end up being Lolth's chosen. So I'm willing to bet that she's burned those particular panties (like how she burned all of those spiderwebs), or at least cut out the spider motif.
Unless, of course, they were magically flame resistant (she did have a strong desire to have a Draegloth baby, which might leave burn marks shortly before conception)

It will indeed make drow females more distinct. In addition, this introduces an additional level of punishment for Lolth's priestesses: Loss of favour -> Ouch
