His Father was a Mercenary Guild Member which my character didn't know, he saw there murder and ran, but dont know the best place for him to have ran from. He ran to Waterdeep, thats the guilds main point.

Ok, I am trying to find a good place for my character to have grown that has Gangs, Drugs, Underworld plots to take over the kingdom [last one was a joke]. What place would be best for that, I donno it's name, but it is basicly the eqivilent to a Village run by Gang members, or maybe someplace else, what is the best background for him?
-If it's a smaller type village, make one up. If you want something established, something bigger, there's always Waterdeep, and Akanul.
Anything short of vile can be found in every city, except, perhaps, Silvermoon.

Mods are doing what they are told to do, for the most part. Though, it doesn’t matter who is actually telling them to do it. If that weren't the case, I would give them a thumbs up on dedication and direction.

If you want a larger city, then I would say Mistshore in Waterdeep.
As was mentioned, Luskan is another good place. But that seems more a place focused on survival than organized activities.
Westgate for Vile... Skullport for truly vile.

There's not really much on the subject post-2nd edition, but it's the setting (I assume even in 4th edition), of the largest church of Shar (may Ao curse her name), as well as serving as as original undercity that Skullport ripped off.
The Calimport sourcebook from 2nd edition offers the most information, but I'm sure you can ask around for highlights from one of our regulars.
Or, he could claim a city now gone from the map, and look equally foolish.
