Sable Moonflower and Other Drugs

I've seen several references to "sable moonflower" addiction in supplement materials in the Forgotten Realms.  I was wondering if anyone knew what the effects, for in-game, of this drug would be.  I was also wondering about some of the other drugs in Faerun.  I've seen Traveler's Dust and some other alchemical substances that seem to be narcotic substances.

Also I haven't seen any reference to these substances being illegal.
