In the spell Flicker for 3rd level casting it says when cast in responce to an attack there is a 50/50 chance it will miss you. Now since it says "cast" would this mean that only works one time and you would need it prepared as a prepared action? Or one time every round it works and you teleport 5ft away for every two levels and there is the miss chance? Also just another quick question. When casting a summoned weapon, can you cast other spells on it to beef it up? It would be rather similar to casting power-up spells on a summoned creature?
