Spellscarred Monster in Forgotten Realms

I'm starting a Forgotten Realms Campaign and I thought it would be fun to run it in the South near the Ancient Kingdom of Halruaa... but that area has been badly Spellscarred so I'd like to mutate some of the monsters down there to have Spellscars as well.

I've been looking all over and I can't find any discussions on how to alter Monsters to have Spellscars. The FR Guide doesn't offer much info either.

I've thought of just substituting some of the Spellscar Powers for other monster Powers, but I'm afraid of making the monsters too powerful.

Is there any thread or any place where I can find info on converting Monsters into Spellscarred ones?

I would take a monster and either make it an elite or increase its level by 1-3, and tack on a couple of "mutant" powers. Maybe your bullette radiates blue lightning that deals 1d6 damage whenever it is hit by a melee attack and lashes out for an extra 2d6 when it makes an attack from burrowing.

Or, maybe your displacer beast can project not just an image, but a clone of spellscarred energy once per encounter.

That sounds like a fun adventure setting.

I would combine the rules for Creating New Elites (DMG page 185) and Class Templates (DMG page 182). Make it an elite monster and give it powers according to Choosing Class Powers (DMG page 182) and I would give one of the traits from the Student of the Plague feat (or maybe all of them; FRPG page 41).

Those are really good ideas! I can totally run with them and the Displacer Beast idea is really cool.
