Tree of Souls

I was just reading the books Evermeet: Island of the Elves and Final Gate when the thought struck me: would the tree of souls planted in Myth Drannor allow for the continuance of pre-spellplague magic? Since the purpose of the tree was to strengthen elven magics and allow them to use High Magic, I was wondering if anyone had thought about the repercussions of such an artifact in the current realms. For those who do not like the new magic system, maybe this is a way around it? (albeit in a limited radius though growing for a century perhaps a great deal of land could be affected).

-The function of the Tree of Souls is, to put it bluntly, pretty messed up. It made sense in 2e, made less sense in 3e, and makes even less sense in 4e.

-In your own campaign, you can make it do whatever you want. In the canonical Realms, we'll have to see what the designers do with it (presuming it gets mentions in the Myth Drannor write-up).
