I think the Villain's Lorebook mentioned them first, at some (relatively minor) length, but I could be wrong about that one. In depth, it probably was more than had been detailed previously.

Oct 31, 2008 10:34:19 -Cloak and Dagger is from 2000. Hellgate Keep is from 1998. While, after a quick skimming, Hellgate Keep does not mention the word "Fey'ri", it does involve the Fey'ri. So, depending on how technical you want to get there, no, Hellgate Keep had the Fey'ri. With the Eldreth Veluuthra, it seems to be their first mentions. They're a comparatively new group.
