Heh, I very nearly ordered mine from Buy.com, too, but unfortunately, they didn't have Adventurer's Vault, which I also wanted to get. And since I wasn't interested in paying for shipping twice by ordering both books from two separate online stores, I decided to just order from Amazon.

However, chapters.ca tracking info says it's not updated yet. It may mean it's still inside the canada post warehouse..so it may actually arrive tomorrow (I was expecting it late today)...

It appears that there'll be non-magical weapons, at least. They posted a preview of a new weapon called the Executioner's Axe, which had a new rule attached to it (Think it was called Brutal. It was listed as Brutal 2, so if you rolled a 1 or 2 for damage, you got to reroll). There's also an Alchemy Feat in it, which sounds like it might be interesting. Not to mention more mounts and reagents.

As for questions...

1) Can you list all the Paragon Paths?
2) There's an Epic Destiny in the book (apparently Chosen). Can you give us a brief rundown of what the Chosen's powers do?
3) We've gotten a list of the Heroic Tier Feats. Can you list the Paragon and Epic Tier Feats, and maybe provide quick summaries of what some or all of them do?
4) How exactly does the "multiclass only class" in the book work? About how many powers does it have available, and at what levels?
5) What're the Rituals in the book?
6) Are there stats for Cormyrian Destriers? And if so, what's their Strength?
7) What do Kelemvor's Judgment and Torm's Justice do?

OK it just arrived so a quick overview of that I didn't know about it.

**spell scarred comes in two levels, the first is really a hindrance more then a advantage, the second level is just like multi classing .

** 25 ish paragon paths based on class,races, spell scare and power source and Epic D the Chosen for 11 gods

** 24 ish backgrounds just like Elfharrow

it lets you invoke warding class feature...

multiclass spellscar feat:
prereq= must have a spellscar
qualify for the novice, adept, etc feats from PHB for the calss you would hve multiclassed, and you can choose a trait from the list (limited darkvision, speed boost, extended reach)

with regards to existing...there are new feats...and the paragon paths, etc...however, there is a new Warlock Pact...the Dark Pact with a whole set of powers (level 1 to 29 as all other classes)

While I am grateful to designers for this paragon path, and plan to make use of it, this restriction slightly bothers me. Namely, what happens when the PHBII comes out, along with the Sorcerer class, and a you have a PC Aglarondan who wishes to be a Sorcerer and who wants to take up the path? (it is already bad enough that the Archmage epic destiny is "wizard only", despite previous edition uses of the title).

In 3E Aglarond held a reputation of being a land where sorcerers were far more common than wizards. It made sense because sorcery was intuitive, and thus the talent for it could appear in any community, even if knowledge of spellcraft or the infrastructure for teaching it was not readily available. Many of the human and half-elven folk of the Yuirwood descended from a great, hidden, and magically adroit elven realm. Meanwhile, many of the coastal humans who gained talent the Art often did so with the patronage (or personal instruction) of the Simbul herself, whose arcane talents were primarily as a sorcerer, whilst wizardry was a talent on the side for her.

Genasi P Paths:

Windsoul genasi - lvl 11: when use action pt, u can use windwalker encounter power an extra time
lvl 11- when using windwalker, u gain fly speed 8 until end turn
lvl 16- when u slide, get pushed, pulled, etc u can increase or decease the distance by 1

Wildfire genasi - lvl 11, when use action pt, all enemies adjacent take fire damage
lvl 11 - when u use firesoul, share racial fire resistance with allies within 2 squares
lvl 16-if enemies hit u in melee, they take fire damage

both have 3 powers there....

Regarding cold swordmage:

lvl 1 - chilling blow, encounter / frost backlash, daily
lvl 5 - deep freeze, daily

that;s it for cold stuff lower than level 10...

No items or artifacts that i saw...

Sehananine - didn't see any mention

Angharradh - good aligned goddess associatd with corellon. due to this, many elves worship her.

level 1 sword mage stuff (aegis of assault, aegis of shielding we already know)

at-wills: booming blade, 1[W]+ int and 1d6+con thunder damage if it was adjacent and then moved away from you on it's turn

greenflame blade- 1[W] fire and u do fire damage = str boonus to all enemies adjacent to the person you hit.

lightning lure - 1d6+ int lightning and pull target to nearest space.

sword burst - 1d6+int force damage

at level 21, the 1[W] becomes 2[W] and the others become 2d6

Genasi can take the feat Extra Manifestation (Heroic Tier), gaining a new manifestation each time they take the feat, & they can switch between any manifestations they know after a short rest or an extended rest. So basically, the answer is FIVE if they choose to take the feat four times, since that's the number of elemental manifestations to choose from.

It gets even more fun at higher tiers. Some Genasi can improve their manifestation effects through Paragon feats, & taking Double Manifestation once they hit Epic is gonna be too good for most Genasi-running players to pass up.

No lesser god symbols, no exarchs, nothing. Worse yet, they re-used the Greater Gods' symbols again, which is a little lame, I guess.

As for multiclass feats, Blade Initiate covers the swordmage MCing. Bring along a 13 Int for training in Arcana. While you're at it, make sure you also bring a blade along so you can use the Swordmage Warding class feature once a day.

no stats, for ether , but there is about a 1/2 pg of combined 1/2 orc/orc info in the races chapter under "supporting cast" which is all fluff and all so covers gnomes, goblins, lycanthropes/shifters, devas, goliaths and shades in 2 pg's

at 159 pg's it seems light, if the champaign book is 90% fluff this one is say 45% fluff but that's just a gut eyeball, as for cultures and societies it is not what I have hoped for.

Official word: aasimars have been renamed as "Devas." In the Realms at least, they are perpetually reincarnated after they die. The "Supporting Cast" of races is as follows: Gnomes, Goblins (regular, hob-, and bugbear), Lycanthropes and Shifters, Half-Orcs and Orcs, Devas, Goliaths, and Shades. I think that all but Lycanthropes will be featured in PHBII.

I think that all but Lycanthropes will be featured in PHBII.

Devas is alright. Oh, no, wait! Devass! Spelling error potential is still there!
Are devas going to be a PC race? Hmm...they don't get reincarnated instantly back as an adult of the same level, do they? Maybe I'll play a deva....

at 159 pg's it seems light, if the champaign book is 90% fluff this one is say 45% fluff but that's just a gut eyeball, as for cultures and societies it is not what I have hoped for.

Does the Channel Divinity for Angharradh have a range?

Why do so many of the Channel Divinity feats just seem like copies of each other?? No way do they represent what those individual gods stand for.

I think it's cause they're limited to such a weak level of power. However, I'm warming up to the idea of Selune's feat. Still don't know why it's called "Eyes of Selune." Maybe she gives you the craaazy eye and you might break free of an effect.
Oh, and I mentioned it earlier, but there is precedence for a deity having more than one channel divinity feat (Tymora). So that could help on the representation front.

Yeah it basically states Devas are the group known as aasimars. No stats.

I think this is something you could always change.

We will be since we have a player who is an aasimar (planetouched char) but also an NPC who is an actual Deva (aasimon angel).

(you can only imagine all the house rules in my campaign!!!) hehe

I wanted the book for the races and the swordmage...overall, i find the 2 FR books semi-disappointing....the stories/fluff are ok...don't mind it and few things i don't like, i can change if i feel like it.

But game content, the harder stuff to house rule/create seems at a minimum. ALso, with the 4E flavour...where all feats/powers,etc are realy just minor variations on the rest (nothing dramatic...either [W], 2[W], etc damage or 1d6, 2d6, 3d6, and feats just give a modifier to stuff, it seems very basic.

Stuff like the Chosen...if my players ever needed that (doubtful)...I would make up my own Chosen, more of a mix of the 2/3 and 4E versions...similar to what we doing now for custom classes, etc.

Genasi can take the feat Extra Manifestation (Heroic Tier), gaining a new manifestation each time they take the feat, & they can switch between any manifestations they know after a short rest or an extended rest. So basically, the answer is FIVE if they choose to take the feat four times, since that's the number of elemental manifestations to choose from.

It gets even more fun at higher tiers. Some Genasi can improve their manifestation effects through Paragon feats, & taking Double Manifestation once they hit Epic is gonna be too good for most Genasi-running players to pass up.

:D Thank you, five is the answer that I wanted to hear because I have an NPC who was going to be a Genasi with five manifestations. Now to go cackle like a madman over this character.

Duergar are in H2 Thunderspire Labyrinth. They're more like Dwarf-Tieflings. I assume they'll be in MM2.

Feats were listed in the FRPG preview on the main site. There are at least two Drow specific feats. One increase the Cloud of Darkness to burst 3 and range for the other Drow racial power to 15. The other feat gives you a +1 to all defenses while fighting within your Cloud.

on this, the description of Loudwater dose not match the one in FRPG

don't know if we know this but bard is confirmed as arcane

there are two choices per level, 7th level has 3. It's a bit of a Hodge podge, looks like it's good for all classes but I have yet to really take a hard look at the powers.

A tradition from Abeir , harness elemental chaos and is all offensive

coronal Guard - Swordmage

vary bladesinger/eladrin Esq style, vary defensive

umbriri - Swordmage

Netherese tradition, shadowy and roguish, linked to shades

wandering Swordmage - Swordmage

Un aligned and open, kind of catch all for master-less masters and jacks of all trades , Wis bonuses to stuff, if you play your Swordmage like a 3ed bard you will like this.

I'm currently throwing together a firesoul genasi assault swordmage > anarch of Shyr > demigod who adds the stormsoul manifestation at paragon level & goes for Double Manifestation at epic level. He's gonna be like a walking cataclysm with a broadsword, & if you're not immune or at least resistant to fire or lightning, don't get in his way! :D

No mention of the elf tieflings from the novels...i will surely houserule them when needed (had an idea for them in my games)

intelligent blademaster - it says with a melee weapon so yeah..anythign really.

moon elf resilience - eladrin, if use fey ste when bloodied and no allies within 5, can use healing surge for free.

Escalating Assault - it says u get a +1 for each basic melee attack granted via aegis of assault (up to 3)

drow racial feats - clutch of darkness, ruthless hunter

to get a spellscar, you have to choose it at level 1..like u and DM agree, that u have a spell scar (it talks a bit of benefits/flaws). Then, you can take the Student of the Plague feat....and you can go on from there it appears.

Umbriri -lvl 11 when use action pt, all adjacent allies gain concealment lvl 11-gain resist cecrotic =5+half level. When using aegis power resit value goes up by 10 and u deal 5 necrotic damage lvl 16-gain combat advantage if you have concealment

wandering swordmage - lvl 11 - add wisdom bonus to histor checks lvl 11- when use action, teleport 5 squares before using the action, lvl 16-when u get hit by critical, u get wisdom bonus to attack/damage rolls for encoonter

swordmage multiclass feat - it says you gain training in arcana skill.

No,no fire powers at each level.. it seems a split between: fire, thunder, cold, force, weapon, and whatever the other one i am missing.... so some levels have no cold, others have no fire, etc.

They have several powers that let them do short range teleports or paragon paths that allow similar teleports.

gotta go work on a miniature for a painting competition. later.

hehe yeah my group has house-ruled alot of things already. We have new Healing surge rules (to give penalties the more you use to make it more realistic) and created new feats that grant additional "known" powers if you spend the feats to get them.

Next we are redoing the Skill system. :D

Odd enough that there are no background entries for some areas like Chult or the Underdark, but what I find astounding is that Returned Abeir also gets snubbed. That was a shock for me, considering how much they've pumped up the whole "twin worlds collide" schtick. Hopefully, (many) more backgrounds are forthcoming in a future Dragon issue, 'cause so far, this list is obviously sorely lacking.

Go to the Char Op forum & find the "Genasi: Now with even more power!" thread for a neat temporary hit point trick I figured out using the Elemental Tempest paragon path & a couple feats from the Genasi article in Dragon 367.

I won't go into more details about it now, but hopefully if you like what you see, it'll make it that much sweeter when you get your copy.

Actually, you can only manifest two at any one time, but at least you can use both manifestations' encounter powers in the same encounter. You could still take Extra Manifestation four times to eventually access all of them, though you would only be able to use a maximum of three different manifestations in one encounter once per day by taking Fast Manifestation (from Dragon 367).

I know it is a Daily power for them but wondered how long it lasts since it isn't an instantaneous effect like all the other powers for the multi-class feats like the multiclass cleric's Healing Word.

with out getting to specific they seem to fall into 3 types, perception, short range teleportation, and saves/AC bonus or penalties. I'm vary happy with the way its turned out too .

If you get extra damage mitigation from your aegis of shielding that would be powerful enough to balance out, but the "hp" makes me wonder if I'm reading it wrong.

Yes...but neither wisdom nor charisma do much for a swordmage (primary stats are strength, constitution and intelligence) so they are likely to have a weak will defense even with the +2 bonus (their reflex and fortitude defenses will continually rise due to stat boosts). I was wondering if any utilities did anything to plug up that weakness.

Here are a few forms for magic I did not expect to find in a 4E Forgotten Realms rulebook:

Spellfire, Silver Fire, and Moonfire are all powers that can appear on your character sheet (though not all on the same character sheet)...even if you are not a Chosen, a cleric, or a kitchen lass from Highmoon.

Though to anyone who knows their lore and has seen the table of contents it is pretty easy to guess where they come from

I haven't seen any reference to Spellfire in the 4th ed books and kind of think it's gone with the unraveling of the weave, but all thats just a hunch on my part.

A couple of the Spellscarred Savant's path features & their 12th level utility power have "spellfire" written all over them (literally), & the path's descriptive text also specifically states that they "tap into the raw magical energy known as spellfire." It seems to me that they're intended to take the torch from Magic of Faerun's Spellfire Channeler PrC in a big way. Fluff-wise, I'd hazard a guess that the "blue fire" mentioned all over the 4e FR books was actually spellfire itself, turned loose on the universe.

To expand on this, there are a pair of feats (one for Wild, one for Wood) that are mutually exclusive. That really seems to be the only mechanical differentiation, beyond potentially regional bonuses.

There aren't any feats for Rangers, at all. There are some things for other classes that they might find useful if they were to spend the resources to go get it, but nothing that applies directly.

gut reaction not so good unless you are fighting a lot of demons

It's funny, looking at the PHB there are several fighter, paladin, wizard, and warlord provide much better synergy with offensive and defensive swordmages than this path does.

Well there are several reasons. First you need to remove AC from shield spec out of the equation, as that does not stack with hide specialization which the swordmage would have otherwise. This leaves you with +4 ac, +3 ref with a shield (at the cost of 2 feats), vs +4 ac with the swordmage warding.

Now look at the cost of 2 feats to get heavy shield proficiency. I can get the same ac as you with the heavy shield without spending the extra feats, and get +2 reflex from lightning reflexes, and still be one feat ahead.

Yes, I would be one point of reflex behind, but considering that is our strongest save due to int, I don't see a big deal on that. I would rather have the feat to spend on something else, like say Iron Will to shore up that weak will defense.

Yeah. It's based on the element you're aligned with at the time, which some Genesai have the ability to change (via feats).

Well there are several reasons. First you need to remove AC from shield spec out of the equation, as that does not stack with hide specialization which the swordmage would have otherwise. This leaves you with +4 ac, +3 ref with a shield (at the cost of 2 feats), vs +4 ac with the swordmage warding.

Now look at the cost of 2 feats to get heavy shield proficiency. I can get the same ac as you with the heavy shield without spending the extra feats, and get +2 reflex from lightning reflexes, and still be one feat ahead.

Yes, I would be one point of reflex behind, but considering that is our strongest save due to int, I don't see a big deal on that. I would rather have the feat to spend on something else, like say Iron Will to shore up that weak will defense.

Just my opinion of course, but I find the shield vs no shield thing to be a wash. Since you need to spend a feat to be proficient in hide, it's three feats (hide prof, hide spec, and lightning reflexes) to get +7 AC and +2 Ref verse three feats (light shield prof, heavy shield prof, and shield spec) to get +6 AC and +2 Ref and the ability to utilize a magical shield and whatever abilities it might have.

My point was though that the Coronal Guard doesn't seem to grab me like I was hoping. I'll reserve judgement until I see everything, but I think I'd much rather spend a feat to multi into paladin and then use the Champion of order A11 to weaken and daze my mark for the rest of combat and then effectively ignore him, or take Kensai or one of the wizard paragon paths before I'd go with Coronal Guardian. Though maybe the powers are so good they make up for it.

I'm guessing Shocking Flame will be dealing with those two type of Genasi's racial powers, not powers of those elements in general.

In regards to Lightning Clash, the secondary attack does 1d6+int damage, but do you still get your weapon's proficiency bonus on the roll? And is it safe to assume both attacks target AC?

And what about the other level 1 encounter power, Foesnare? What's that one all about?

it's really open To interpretation, all try to paraphrase yet keep the the vagueness of it

I believe the powers in Dragon are supposed to be new, but the description from the contents doesn't give us a full answer to that. It would be odd for them to release the same powers in Dragon as in the book this month. I really hope its new powers.

According to Rich Baker, exarches and primordials can't grant spells nor do they have "clerics" nor do they have Channel Divinity feats. All of their followers would be characters of non-cleric classes such as wizards, warlocks, etc. Those followers could call themselves "clerics" but wouldn't get divine magic from those beings.

Nope no evil gods mentioned at all.....which is VERY disappointing. I really hope they put it up on DDI.

Encounter - divine, radiant
Free action - personal
Trigger: you hit an enemy with a power with the radiant keyword
Effect: your power deals an extra 1d10 radiant damage to all targets hit by the power used.

It is a very NICE feat

Wasn't that some older answer? I thought it has changes since then, because the FRCG not only mentions that many exarchs are worshipped by their own churches but even gives the titles of some of their priests. It also give the titles of for the priests of the four elemental primordials

Our list of channel divinity feats is a pretty good indication of which deities have clerics, per se. Primordials, demons, or what-have-you don't have clerics; they have priests, cultists, servants, etc., who are generally NPCs with powers that derive from the creature they worship in a different way than clerics gain their powers.

or

You can create an aura that moves with you that slows enemies that starts in it, prevents enemies from teleporting into the area, and any enemy inside it cant teleport out. Aura is sized 5.

But, if I understand that correctly...Total Aegies + wandering swordmage's augmented warding burst = pretty much every enemy in the combat is stuck with a -2 to attacks against your teammates for the entire battle. That is pretty darn nice.

Gah! How can you choose between those? The third one is like the old dimensional anchor spell...great against BBEGs everywhere. The others are really nice too....eek!

Well, lets see...

Elemental Tempest. Requires a Genasi with the Extra Manifestation feat... At level 11 you gain three abilities-
The first says that you can manifest two manifestations at the same time, and can use both powers in the same encounter.
The second says that your Elemental Tempest powers deal a certain type of damage depending on the manifestation you presently have (which gets weird when you take the multiple manifestation ability into account) Force for earth, Fire for fire, Acid for water, Lightning for Storm, and Cold for wind.
The third one is the AP ability and basically say that you can gain the benefits of another manifestation (even if you don't know it) until the end of the encounter, or change your present ones.
Level 16 says that you increase any pre-existing Fire, Cold, and Lightning resistance by 5.

As for powers, well, I'm not too keen on the level 11 one, Tempest Burst. Its Str, Dex, or Con vs reflex, deals only 2d10 damage in close burst one, but doesn't posess the implement or weapon keyword, so even when you get it, its already losing steam.

Absorb Elements, their level 12 utility, is pretty cool. When your resistance prevents damage, you can deal damage equal to your total resistance before the end of the encounter.

Their level 20 power, Elemental Fury, needs some work. Its basically a longer-range, single-target power that deals 5d10 damage and increases all resistances by 10 until the end of the encounter. Again, however, no implement or weapon keyword, and it also (like Tempest Burst) lacks anything like "Str +2" or whatever. So by this point, its basically worthless.

Unless I'm missing something. Am I missing something!?

My review? Overall, its a good class, it just lacks any real direction, as well as any kind of accuracy with their abilities.

According to Rich Baker, exarches and primordials can't grant spells nor do they have "clerics" nor do they have Channel Divinity feats. All of their followers would be characters of non-cleric classes such as wizards, warlocks, etc. Those followers could call themselves "clerics" but wouldn't get divine magic from those beings.

Nope no evil gods mentioned at all.....which is VERY disappointing. I really hope they put it up on DDI.

Encounter - divine, radiant
Free action - personal
Trigger: you hit an enemy with a power with the radiant keyword
Effect: your power deals an extra 1d10 radiant damage to all targets hit by the power used.

It is a very NICE feat

Is there anything mentioned about clerics of Primordials?

I saw the Kelemvor feat and Ilmater's. Can someone give out the details on Berronar's feat, and Amaunator's? I'm looking for any good healing or undead smiting feats. Not that Kelemvor's isn't a nice undead killing feat, but I'm curious which deity has the bigger 'mad-on' about undead. The death god, or the sun god?

Is there a Channel Divinty feat similar to Melora's Tide from the PHB? I'm interested in any feats with the Healing Keyword.

I suppose that one of the things that they are hinting at right now is they really don't want the players to be the Darkness in a Points of Light campaign. But I would imagine that at some point in time there will be an article (perhaps someone here haws some ideas :D ) giving some love to the evil deities.

I believe in the old old days there were level limits and spell level limits based on whether the god being worshiped was Greater or Lesser deity (granted my memory isn't as good as it used to be.) so perhaps an idea to consider placing some kind of power limits on those now worshiping Exarchs or on those still following dead or missing deities.

Having yet to receive the book (shipped today) I am wondering if the contents have lessened the anger of those upset over the Campaign Book?

In 4E, just like in 3E, WotC encourages PCs to be of good or neutral alignments (with neutral being "unaligned" in 4E) and to keep evil alignments reserved for the villains. This is more or less stated in the core rulebooks.

Are you kidding? This is a superb translation of Oghma's flavor and the coolest non-attack feat up there! Not only can you kick butt in a skill challenge, but you can "remember" monster vulnerabilities and resistances in combat. That's exactly how an Oghmanyte should be contributing!

Ah, me! I'm just left a little empty with Eyes of Selune still. Compared to Chauntea's Blessing and Angharradh's Favor it seems underpowered, doesn't it? Why no +4 bonus? I'm hoping that 1) I'm underestimating the mechanical benefit of a personal reroll and 2) that it has some good flavor text.

I found another hiccup in the FRPG. In the Rituals chapter, Simbul's Conversion is listed as both Arcana and Heal. But in the ritual's entry, it doesn't have Heal. Now is this a typo, or can divine spellcasters use it too for their divine dailies?

As this is a Paragon Tier Feat AND Race-restricted, is it in any way better than unrestricted Heroic Tier Feats like Raging Storm and Astral Fire or stacks with them? Racial bonus instead of Feat bonus maybe?

Well, the book's(officially) out and now I can answer my own question XD
What this crown jewel of a feat does is adding 2(4 at level 21) fire(if you have the Firesoul manifestation) or lightning(if you have the Stormsoul manifestation) damage to all your melee attacks.
This is an untyped bonus and thus stacks with Raging Storm and Astral Fire.
If you are Epic Tier 21+ and have the Extra Manifestation and Double Manifestation feats as well(to have both Fire- and Stormsoul and manifest both at once), this is +4 fire and +4 lightning damage on every single melee attack you make.
Sure powns Weapon Focus(stacks with it too of course though, so you'll want it anyway) and is Genasi only.

When I flipped through the book in the book store, it did show a paragraph, but I did not read it. No need to go word for word, but a generalization will be good enough. I always thought the shifters were an Eberron thing, not a Realms thing. Thanks in advance.

Most rituals take more than two rounds to cast, though. I guess you could argue that the roll happens in the last round of the ritual, but I personally feel the roll encompasses the entire casting of the ritual, and so I would disallow its use with rituals.

Yup. I'm glad I got this one instead of the FRCG.

Anyways, the Dark Pact comes from a fell source, not shadow or undeath. It is darkness, poisonous, and spiteful. It's power is not without sacrifice.:angelhide

Question for those lucky enough to own the book already:
As far as I understand there is a multi-class option for spellscarred.
But as you're allowed to only multi-class once, does this mean that my warlock-wizard character is 'immune' to spellscars because he can't multi-class for a second time?
Or are there options of 'singel' feats that offer spellscar-effects on their own without the Spellscar-class?

It's whatever implement your base class uses. So a Warlock could use a pact blade or a rod as an implement, a Swordmage can use a sword as their implement. A Rogue on the other hand gets no implement bonuses (so you want to avoid the implement abilities in that case).

From my understanding if your DM wants to give you a spellscar for story purposes then they can give you the Spellscarred Susceptibility and Spellplague Sense "class" features. However from my understanding to gain access to the "Spellscarred" powers you need to multiclass into it by getting the Student of the Plague feat because it says by gaining it "You qualify for the [multiclass feats from the PHB by] treating spellscarred as the class into which you have multiclassed." There seems to be no other way to gain Spellscarred powers except through multiclassing.

No to both?

From my understanding it acts like a new separate class. However unlike normal classes, you can't select it as your base class. As such you can only access it by multiclassing. Just as you can't have a Warlock/Wizard/Rogue, you can't have a Warlock/Spellplagued/Wizard.

That's my understanding anyway.

Some how I doubt it, but there might be a instance where a Arcane caster has a heal check thats good... and.. I'll stop here because I don't see it happening... unless its a Cleric multiclass Wizard.

The actual Spellscarred multi-class is specifically for people who have begun to learn how to control their Spellscar. It takes time and effort to learn this. Think of it like this. If you are a Warlock who multi-classes into Wizard and you have a spellscar, well you spent your time and effort on learning how to be a Wizard instead of exploiting your spellscar. It's a choice much like any multiclass is.

Now that isn't to say you cannot have a spellscar. The way I personally interpret it if I was the DM would be that anybody who's spellscarred gains Spellscarred Susceptibility and Spellplague Sense. If you take the Multi-class then you gain Sight of the Unseen, Flamespeed or Larger than Life as it would show you starting to gain control of your scar.

There is another bonus to having a spellscar even if you aren't going into the multi-class and you can find that bit in the Campaign Guide on page 54. If you already have a spellscar and enter a Plagueland you do not suffer from the the afflictions that happen to normal beings who are in Plaguelands. So you wouldn't take the -1 penalty to Fortitude and loss of 1 healing surge each time you take an extended rest in a Plagueland like the non-spellscarred members of your party (Gotta love the fact that the -1 fort and -1 healing surge loss stacks with each extended rest and you die if your fort reaches 0).

Guess they figured that, since Shield Dwarves were indistinguishable from regular Dwarves in 3E, that they didn't need a Feat in 4E. Though the same is true of Moon Elves, and yet they got a Feat. Eh, who knows what their reasoning was?
