Using the powers of wands as an example, i am wondering if combat scrolls could be done in 4e. Something like this

Scroll of Fiery Bolt

This burnt parchment smolders with smoke as you read it aloud

Level: 6
Price: 680 gp
Scroll  (Consumable)

Power (Daily • Arcane, Fire, Implement, Consumable): Standard Action. As the warlock’s fiery bolt power, except  you can use your highest ability for attack rolls and damage rolls with this power.

1 Shot item. Cast an encounter level power in exchange for using a daily magic item activation.  Do you think this would break the game?

I would remove the daily magic item use requirement; you're already paying 680 gold per use. While this is small change in epic scale, and more or less pocket money in paragon, it's still a hefty amount of money in heroic. Also, change out the attack roll to a standardized consumable, and i think it would be awesome.

I kept the daily magic use to prevent the user from buying lots of scrolls and continuously dropping encounter powers.

I would feel much better if their was a limit on the ability scores.  I never have believed that all characters should be good at everything and it would suit me just fine if a PC with only high physical skills was not very good at using scrolls.  Thus, i would limit the choice of the caster to int/will/cha.

I also agree that there is an issue with the money, but that is more a fault of 4E than you.  Those jumps every five levels make it so expensive items become easily affordable.  I will say that a PC I was playing would probably not drop 680gp on a scroll in heroic tier.

Tying scrolls to daily item usage will certainly prevent PCs from abusing scrolls.  The scroll will still be as good or better than using a daily item power anyway.  However, you might want to consider raising the limit or else your party will almost never use scrolls.

You do realize that the spell presented above is a Con-based one?

This sort of item could work, but I'd suggest giving it a fixed attack and damage modifier the way that alchemical items currently do. That solves the variability problem.

It might also be more thematic if different power sources used different items for this purpose, rather than all of them being scroll-based, or just allow them to be more variable generally.

Isn't this basically how a Wand works, except a Wand isn't a consumable?

If you want to make it a consumable, agreed that it should be standardized. It also looks very expensive for a consumable, and is arguably a lot more powerful then a Alchemical item, which makes me wonder if anybody will ever use them (at this price) or why you would bother with Alchemy (at a reduced price)

How about... you drop the cost, don't standardize it (it uses the normal attribute) but you have to sacrifice an Encounter power of equal level to use it, in addition to a daily power usage? That way it gives you new options and the occasional ability to do something specal, you'll place it in it's own niche instead of overpowering regular Alchemy, and it'll be easier to carry around a scroll but harder to find a good use for one.
