4e Clerics appear to be mostly healy and/or smashy, even if evil. I was thinking of a power that is somewhat analogous to the Inflict Light Wounds of earlier versions, but still maintains the flavour of the 4e Cleric. Using the Cure Light Wounds power (which used to be the "opposite" of Inflict Light Wounds) and the Radiant Hands feat (for Paladins) as guides, I would like to propose the following:

Inflict Light Wounds ... Feat Power
Heroic Tier
Prerequisite: Cleric, Cure Light Wounds power
Benefit: You can channel your innate healing power to deal radiant damage to your foes instead of heal your allies.

Daily ... Divine, Radiant
Standard Action ... Melee touch
Target: One Creature
Attack: Wisdom vs. Reflex
Hit: You spend a healing surge but regain no hit points. The target creature take radiant damage equal to your healing surge value.
Special: Use of this power counts as the daily usage of Cure Light Wounds. This power may not be used if Cure Light Wounds has already been used.

Alternative:
Hit:The target creature take radiant damage equal to your healing surge value.
Miss: Half damage.
Effect: You spend a healing surge but regain no hit points.
Otherwise same as above.

The attack could also be vs. Will instead of Reflex, but Reflex seems more in flavour, and is what Radiant Touch uses. It could also deal necrotic damage instead of radiant, but necrotic seems quite rare and out of flavour for the 4e heroic-tier Cleric at present.

I think the first one is better, since it's more or less an opposite of Cure Light Wounds, and that doesn't make you spend a healing surge whether or not you heal your ally (I know its not a direct analogy, but still)...

Targeting Reflex seems fine, since you are trying to touch the enemy, so it would make more sense than targeting Will.

Touch Attacks from 3.X tend to convert to Attacks Vs. Reflex in 4.0, so your analogy works fine. #1 looks better.

An alternative would be to make the damage necrotic instead of radiant.

One other possible alternative, for the multiclasser: Would it be reasonable to remove the Cure Light Wounds prerequisite if the power were made into a Channel Divinity feat? Or might that unbalance the power somehow?

Doing fix healing source damage seems a bit too much for me. Maybe turn it into a Channel Divinity feat. And, necrotic damage.
