I am creating a new race of beings for 4e.

Dragontouched:
Humans who have been touched by the powers of the dragons, Dragontouched are just as honorable as the Dragonborn, but the Dragontouched are more quick and agile.

Racial Traits
Average Height: 5' 8"- 6' 3"
Average Weight: 130 lbs- 220 lbs
Ability Scores: +2 Dexterity, +2 Constitution
Size: Medium
Speed: 6 squares
Vision: Low- light

Languages: Common, Draconic
Skill Bonuses: +2 Acrobatics, +2 Endurance
Bonus Feat: You gain a bonus feat at 1st level. You must meet the feat's prerequisites.
Draconic Resilience: You gain resistance 5 to a specific power that you choose for the Dragon's Power (see below): Acid, Cold, Fire, Lightning, Poison, or Thunder.
Resistance 10 at 11th level; Resistance 15 at 21st level.

Dragon's Power: You can use Dragon's Power as an Encounter power.
Dragon's Power
Dragontouched Racial Power

You thrust your hand forward and the power of your draconic kin flows through your veins and blasts forth from your hand and engulfs your foes.

Encounter (Acid, Cold, Fire, Lightning, Poison, or Thunder)
Minor Action - Close Blast 4
Targets- All within area
Attack- Strength/ Dexterity/ Constitution modifier +2 vs. Reflex

Hit- 1d6+ Constitution Modifier damage
11th level- +4 bonus to ATK rolls; 2d6+ CON Modifier damage
21st level- +6 bonus to ATK rolls; 3d6+ CON Modifier damage

Special-
When you create your character, choose Strength, Constitution, or Dexterity as the ability score you use when making attack rolls with this power. You also choose the power's damage type: acid, cold, fire, lightning, poison, or thunder. These two choices remain throughout your character's life and do not change the power's other effects.

Looks good to me, reads a lot like what one would expect a "half-dragonborn" to be, but that may be what your aiming for. Mechanically I see no issue with it. Not really a lot of fluff to critique.

I wonder- should I add in a couple of the Human Racial traits to the Dragontouched, by chance?

An extra minor trait or so wouldn't hurt them, though keep it minor, certainly not the human +1 to all NADs or the extra feat or at will, something more on the side of unique may do better. How about resistance to the damage type of their Dragon's Power ability?

Hey! That would be a good trait! Resistance to Dragon type. I like that! :D

Perhaps call it something like scaleskin resistance, or perhaps if you don't wish to portray them as scaled (you don't really specify) you could go with something like Draconic Resilience or something to that effect. I suggest making the resistance on par with the Tiefling's (5+half level I think, same as the deva's resistance as well and they get two typed resistance).

Oops... They look like normal humans, though they have delved deep into the secrets of dragons- thus, they have obtained the powers of the dragons.

Draconic Reselience might work. I'd just have to figure out how the power'll work.

I made a thread converting two of the races in Dragon Magic from 3.5e. Take a look at it.

Why is their "breath weapon" larger than a Dragonborn's?

Huh? Bigger? It's not that much bigger...

They thrust their hands out in front of them, forcing the power a little farther, but not enough to engulf the entire encounter area.

The Dragonborn's power is 3- the Dragontouched is 4. How much different is that?

Besides, it doesn't do much damage... 1d6+ CON Modifier damage.
