Okay, with the recent release of PHB2, my gaming group is going to be starting a new campaign in which I will be DMing. One of our members is planning to play a gnome bard, and is insistent on challenging our cello playing avenger to a rock off, but I am having trouble thinking of ways to go about doing this. Any ideas on how to facilitate or judge such musical challenges would be much appreciated.

That's tough without a specific skill to use yeah.

Have them roll opposed skill rolls to reflect the "perform" skill, and each is considered trained because their character backgrounds say they are. They may choose from cha (flamboyent performance), dex (technical, intricate performance), and int (learned, cultured performance) on which to base the skill roll. Give the bard a +2 bonus because they have class abilities based on perform.

Have them perform in front of an unbiased NPC audience, and roll opposed skill checks. Each PC gets a point for each skill roll he wins, and after 5 rounds the PC with the most points wins!

Since it's a rock-off, bonus points for high athletics, acrobatics, and intimidate skill checks as the PCs rock out "on-stage".

I would make it a Skill Challenge, using various skills:

Insight: Be able to gauge the opponent.
Arcana/Religion: The Bard may use magic to enhance his abilities. Same with divine will with the Avenger.
Endurance: The length of playing/how intense.
Intimidate: Try to stir up the opponent, by playing a extremely hard piece to intimidate his potential success.
Stealth: Perhaps try to snip a string without being noticed.
Bluff: Hide any faults/cover screw ups during play.
Diplomacy: Banter between the opponents. Or the main skill in playing to whoever is judging trying to please them.
Streetwise: Following the above, use Streetwise to judge the characters knowledge of the judges likes in music if he is from the region.

Many ways to use Skills in this.
