So, 3.5E's Book of Exalted Deeds has the Vow of Poverty feat. How do you think this would do for a 4E translation:

Vow of Poverty
Prerequisite: Wisdom 13, any Divine, Primal, or Psionic class
Benefit: So long as you do not use or equip any magical equipment, you automatically gain a +1 bonus to all defenses, attack rolls, and hit points granted by any healing power. This bonus increases to +2 at 6th level, +3 at 11th level, +4 at 16th level, +5 at 21st level, and +6 at 26th level.

[mildly sarcastic]
Vow of Poverty
Benefit: You use the Fixed Enhancement Bonus alternate rule (see Dark Sun Campaign Guide p.209, or Dungeon Master's Guide 2 p.138), and acquire Alternative Rewards (again, see the above) in place of magic item rewards.
[/end mild sarcasm]

More seriously though, I wouldn't bother with making it a feat at all.  Use the "Fixed Enhancement Bonuses" rule from Dark Sun/DMG2, and give the player alternate rewards like blessings, boons, and training.  It's really not to hard to run a game with one player on that system, and the others playing as normal (if that's what they want).

Seconding greatfrito. We already have rules for this.

And it doesn't even cost a feat!

I like how you're bashing on him, but how do those alternate rules work with the rest of the game in the sense that the fighter has to buy new weapons, but your monk player isn't? In those rules, isn't it assumed that everyone is following it, not just select players?

I think that that sounds just fine. However, I think that, as a gooey-goodness feat, there were some additional requirements, such as having to donate money to orphanages and all that good stuff (or at very least not wearing anything worth more than a single GP), and if you wanted to somehow account for that in the feat, that could be cool. Maybe a "If you personally posess or own more treasure than the value of a magic item of your level -2, you do not benefit from this feat." - sort of thing.

But I think that it works as-is.
