While looking into the viability of adapting 4th Edition to other genres like 'D20' Modern, Deadlands, Fallout, and so on. Looking at the way hitpoints, skills, and level progression is done, can the the 4e rules be used without the classes or/and powers?

As in, 4e rules and with point-buy feat advantages/disadvantages? Or 4e rules with classes and feats of another d20 genre (with conversion reference from 4e feats/powers/rituals/hitpoints)?

Thinking more of hybrid of Classic Deadlands with 4th edition rules.

very difficult.
classes exist not out of hitpoints, skills, and level progression but also out of class features.

- a fighter (auto-mark targets) with close burst powers would be extremely powerfull ...
- armor proficiency doesn't have arcane spellcasting failure (hide armored wizards ...)
