A new bloodline.  No commitment to any particular fluff yet, but the general idea is that it is used by folks who are either born "superior" (breeding, fantasy-ugenics, or what have you), or who has been altered to be "superior".

====================================================
    ENHANCED BLOODLINE
====================================================
(For lack of a better name...)  (Maybe "Engineered"?  "Augmented"?)

Enhanced Heritage [Enhanced Bloodline]
Prerequisite: Humanoid race.
Benefit: You gain enhanced strike as an encounter power.  Additionally, you gain a +2 bonus to a single skill of your choice.

Enhanced Strike        Enhanced Racial Power
Your enhanced body lends extra power to an attack.
Encounter
Free Action        Personal
Trigger: You hit an enemy.
Effect: You deal damage equal to your highest ability score modifier to the target, and you push the target 1 square.

HEROIC TIER FEATS

Enhanced Power [Enhanced Bloodline]
Prerequisite: Enhanced Heritage
Benefit: You gain a +1 feat bonus to your damage rolls.  The bonus increases to +2 at 11th level and +3 at 21st level.  In addition, when you use enhanced strike, you deal an additional 1d6 damage.

Enhanced Resilience [Magebred Bloodline]
Prerequisite: Enhanced Heritage
Benefit: You gian a +1 feat bonus on all saving throws.  In addition, when you use enhanced strike, you can make a save against one effect a save can end.

Enhanced Speed [Enhanced Bloodline]
Prerequisite: Enhanced Heritage
Benefit: You gain a +1 feat bonus to your speed.  In addition, when you use enhanced strike, you can shift 1 square as a minor action until the end of your turn.

Enhanced Toughness [Enhanced Bloodline]

PARAGON TIER FEATS

Benefit: When you use enhanced strike, you push the target 3 squares instead of 1.

Enhanced Recovery [Enhanced Bloodline]
Prerequisite: 11th level, Enhanced Heritage
Benefit: When you use your second wind and have already used your enhanced strike power in the encounter, you regain the use of enhanced strike.

Enhanced Resolve [Enhanced Bloodline]
Preprequisite: 11th level, Enhanced Heritage
Benefit: You can choose to your your enhanced strike when you miss an enemy with an attack.

EPIC TIER FEATS

Enhanced Lethality [Enhanced Bloodline]
Prerequisite: 21st level, Enhanced Heritage
Benefit: When you use enhanced strike, the target also takes ongoing 5 damage (save ends).

NOTES:

I'm not totaly happy with this yet.  The... lack of fluff feels very out-of-place, but my prefered fluff for it is somewhat of a "spoiler" for Eberron players not "in the know" for certain secrets.  Plus, the lack of fluff is somewhat useful, since this can be used to represent all kinds of things / backgrounds.  I'll add some example sources for this, later.  For now, I guess I'm just looking at a mechanical evaluation.

Mechanically, it seems... lackluster.  But at the same time it should be fairly effective.  A concern is that, as you gain levels, it will rather quickly surpass the Half-Orc's racial power.  But the Half-Orcs power scales really poorly, so I'm not sure how concerned I should really be about that.  Anyways, please take a look.  Let me know what you think, what I can change, and what should just be scrapped (which may be everything at this point. )

I like it

I'm sure there could be some tweaking, but I like it.

Ha!  How did you find this thing?  The link off of the Warforged Feats thread?  I had totally forgotten I had put this together.

Taking a step away from it, and then coming back, I'm more happy with it than I was before.

Couple mechanical things:

Enhanced resolve needs to be looked at.

Enhanced lethality seems kinda trivial.
