I was in another forum replying to a question about Metamagic feats when I thought of this. What do you think, and how would you format it? (This would available to all classes.)

Give It Everything You've Got

Daily Utility (or should this be a feat?) I don't know what level, but definitely not 1. Maybe 11?

Once per day you may count all variables in a die roll as being at maximum. Making a powerful jump (Athletics), doing a power-beg, making an attack, attempting a healing, all variables to determine the effect upon success are at their max. For example, a short sword that does 1d6+3 with an extra 1d12 on a critical hit would do 21 points of damage, but only if the attack roll itself was successful. No effect on a miss.

I would say make it a utility. That way it does not increase a character's power level as much, since they have to give up another power as opposed to another feat, which are definitely weaker in this edition. A feat just makes it too obvious a choice, especially when using it with higher level powers that deal 7[W] damage and such.
