Anyway, here's the first part: Spell-like abilities When converting spell-like abilities, here's the general rule: If a power is at-will, then have it used as an at-will power, slightly modifying the damage or effect from the 3.5e spell it's based off of. If a power is 3 or 4/day or more, or once every minute or so many rounds (say, 1d10), then have it used as an encounter power for the monster, slightly modifying the damage or effect from the 3.5e spell it's based off of. If a power is anything less than that, then have it used as a daily power for the monster, slightly modifying the damage or effect from the 3.5e spell it's based off of. That's it for now. |

I'd suggest going with the following instead: What you've made daily powers are Encounter powers. 1x per encounter and that's it. For the X times per day powers, 4th ed runs with 1 of two methods. The more common is that the power is given a chance to recharge based on D6. Once a power is used, you roll at the beginning of each turn to see if it recharges. A power that is available more would have more options to recharge, so one power might recharge on a 4, 5, or 6, while another requires a 6. The second system is that the power gets triggered to happen or recharge on a certain condition. Dragon breath, for instance, does this when the dragon reaches blooded. |
