A minor oriented class

As I was perusing the forums, an idea crossed my mind for a new class. As the title of the post indicates, it would be a class based around minor actions.  I therefore challenge you to develop a class such that all or nearly all of the class abilities are minor actions, and yet the class must still be balanced.  Obviously with a Standard, Move, and Minor action each round they would have several options available to them in terms of how to use each.  Do they perform 3 minor actions, or a Minor action followed by a Move action, followed by another Minor action.

Feel free to either come up with your own extrapolation of the base idea, or expand on the thoughts I present here.  I have no intentions of actually utilizing a class such as this in any of the games I run/play, but I am very interested in what kinds of things those of you with more game knowledge and experience might come up with; or even if this sort of character would work at all.

Some of my own ponderings:

The class would probably require a larger array of available powers. Instead of selecting 2 At-Wills, they would probably need to be able to choose 3 (4 if human), and for each level at which other classes would be selecting an encounter, daily or utility power, this class would select two.

If we give it this versatility, not to mention the potential to do 3 attacks a round, the abilities would have to be balanced accordingly. Thus, they would be weaker than your average ability of the same level that requires a Standard action, but perhaps stronger than your average minor action.

The idea lends itself to a class based around speed, but not necessarily a Striker role.  Striker seems the obvious choice, but clearly that would depend on what kind of abilities the class is provided.

problem: the strength of an power/ability is only slightly dependant of the number of targets: a power that deals damage to one target does not deal double the damage of then a power that deals damage to 2 creatures ... etc

If you are thinking of a class whose powers are solely minor actions, I think you are putting unnecessary limitations on the class design.  There's nothing wrong with using standard actions for the majority of powers.

If you want to build a class that is based on speed and/quickness like being able to do multiple attacks, you can easily achieve the exact same thing with a standard action power.  Take a look at Twin Strike.  This power allows a ranger to attack multiple times.  In a sense, this power makes the ranger appear to be very fast because he can make 2 attacks where most other classes can only make one.

The monk is also a class that fits the flavour of a class that is fast.  Its powers tend to be a combination of a move and a standard action.  The Flurry of Blows add to that speedy appearance of the monk as he makes multiple attacks in quick succession.

I always thought it'd be cool to have a class ala Street Fighter. Attacks multiple times (albiet at low damage each time) and chains up combos. Maybe using a certain power would boost the effectiveness of an encounter power to drive home the idea of combos.

My prediction for the Warmind would be that it would have Sustain Minor marks that automatically punish. This allows a warmind concentrating on nothing else to maintain three strong marks simotaniosly, at the cost of doing ANYTHING on his turn.

I'm working on a class for a player of mine that some what fits this theme. It's going to be a psionic fencer sort of character focusing on time manipulation. It's going to have a power set up similar to psions (A bunch of augmentable at-will powers) but instead of upgrading the power itself it'll upgrade the action required for activation.
