I like it, it doesn't clash too badly with the human and half-elf bonuses (obviously its weaker than either).

Is this feat available to be used more than once? If so be sure to note that each time you must choose a different power.

Thanks for comments - got to update it, yes I thought that it could be taken multiple times but always different power but forgot to write it up.

Should have "...of your Level or lower."
There are some Utility At-wills you might want to consider

Thanks for reminding Quintarius. I'll make it first level powers or non-attack powers you can take at first level, otherwise I believe this might be too strong.

Hmm, or would it, as a paragon level version of this feat?

Would you be able to take this feat for your second class if you were a multiclass character? If so, it could be kind strong. Multiclassing paladin and taking Lay on Hands is kinda cheesy.

Maybe limit it to at-will attack powers from your primary class. Even at-will attack powers from both your classes would be fine.

Hm, maybe it is kind of cheesy; On the other hand, a paladin, even a multiclassed one, should be able to do lay on hands IMHO. How about if I change the feat so the it always requires at least a standard action?

That sounds good.

I am probably missing the point here . . . but why would you want to take an At-Will Power as an Encounter Power ??

To increase the number of At-Will Powers you can use ?? In that case are you using up an Encounter Power slot ??

It would be good low levels when you don't have many encounter powers and for multiclass. Most would retrain it later if they paragon MC'd.
