I'm trying to design an add-on to the 4E retraining system that allows you to swap out ability scores. Something like this:

Retraining [Addition]
Player's Handbook, page 28

Add the following paragraph to the end of the section:
Ability Score: You can remove a single point from an ability score. Consult the point-buy system (Method 2) for determining how many extra points you gain. When decreasing an ability score, you gain a number of ability points based on the ability score minus racial ability modifiers and level-based ability score increases. You may distribute these to increase any ability scores you can afford. Likewise to above, the cost is based on your ability scores minus racial modifiers and level-based increases. You can't decrease an ability if it's required for a feat, a power, or any other attribute you have.

Do you consider this balanced?

I don’t see a big problem with it, your not getting a boost you are just rearranging your stats a little.

We all use the character builder so the 'racial and level modifiers' thing shouldn't be a problem.

Im not sure this is true, Id say about 75% of us use it. The other 25% would have to do book keeping

How many points should a character be able to shuffle as a retrain? 1 point? 2? Potential for a total revamp each level?

Id say you can decrease 1 ability score, but don’t put a limit to how much you can adjust it.

Now to my two cents. I have a cleric that I built to be a back up defender, so I put some points in to Strength now Im not need in that role so I have no use for melee damage and have a fair strength and a fair wisdom and can some what hit with both. So Im half A-ing it most of the time. Id love to be able to drop my Str and Raise my Wis.
