ACTION POINTS
You can spend one action point per round. When you spend
an action point it's gone, but you can earn more.

At Heroic levels you can spend one point per encounter.
At Paragon levels you can spend two points per encounter
At Epic levels you can spend three points per encounter.

You gain action point(s) when you reach a milestone:
Heroic 1, Paragon 2, Epic 3.

After an extended rest, you lose any unspent action points,
but start fresh with 1 action point at Heroic levels, 2 action
points at Paragon levels, 3 action points at Epic levels.

While that sounds cool and all, I have the odd feeling that being able to take so many extra actions in later battles might unbalance the difficulty of those battles.

Seconded. The effects and powers used in the actions themselves scale. Scaling up the number of actions is a kind of "scaling squared", and not required as far as I can see.

What is the reasoning behind the change?

If you're not using the various Expertise feats, this could make up for (or, since it's a sort of double-scaling, as has been pointed out, more than make up for) the defense advantage monsters accumulate in the Paragon and Epic tiers.  Especially if you have a bunch of humans and/or a Tactical warlord in you party.

My party is strickly human with a warlord. They are only four (I hate DMPCs) and want to speed
up combat without reducing challenge levels. Having more Aps acts as a «fifth» player.

Well, that makes sense.  Maybe edit your first post to include that?
