ADVENTURE DEVELOPMENT: THE CITY OF MEIRO

Background: It has been a century since the Caroma wrecked itself against the coast. As Pandora’s Box washed up on an isolated beach and sat for almost a year, unnoticed by all. A savage storm that first winter lifted the box and threw it up the beach where the lid popped open.
Overnight the Box activated and began sucking the mineral wealth out of the ground and sea until nothing was left in a four mile radius. Within a single night it had built up around it a city from stones, and sod, driftwood and broken ships timbers.
Within a day there was an abandoned city of narrow streets and even narrower alleys spread across fifty six square miles of land and ocean. Then it waited. It didnt take long. First Humanoids settled in to the vacant dwellings then Plague in a distant land pushed ships of refugees into the unpopulated port.

The City: Divided into two distinct districts, Meiro is a Maze of shifting streets and alleys occupying 56 square miles.

The Water District: This "waterfront" is some 20 square miles of walkways and wooden buildings on pylons and floating pontoon. Buildings are only wood, and never exceed two levels.

The Landed District: This is often considered the Real Meiro. Buildings tower some four or five levels, many overlap the roads and alleys to the point of straddling them.

Pandora's Box (Artefact of Enthropy)

Pandora's box is a "dollhouse" that will always look better than any house in the city. This is part of its darker aspect. The city will devour all wealth in a four mile radius. In return it will create a city based on locally available building materials. Any building that burns down will now be replaced overnight by devouring a thousand gold pieces from the chests, coffers, and vaults of those who have it.
Curse: Anyone looking in Pandora's Box will see a dwelling that is better than anything they have and they will desire to make their own residence better (Drapes of Phase Spider Silk, Darkwood Timber Floors and Furnishings, ect) -no save.

The Theft

"As you can see, the vault is heavily protected by all manor of magics." Alderman Villien released the vault seals.
"Unfortunately that didnt stop the thief from lifting the contents of the vault." Investigator Rinn looked at the empty vault and envisioned the ammount of wealth that would fit in there.
"Might I trouble you for the description of any piece of particluar uniqueness that might be easily recognised?" Huan Villien nodded.
"A Comb of white Jade".

DM BRIEFING: After a fire destroying several buildings burns the city, Pandora's Box devours the contents of a Single Vault to replenish the buildings overnight. The PCs will never find the thief or the stolen wares but may realize there is a connection between the Theft(s) and the sudden rebuilding of burned down houses.
