I had this thought pop into my head, apart from the obvious increase in game mechanics and such, i wonder if anyone has ever played in a game where all magical gear is considered to be of artificat nature and therefore has a mind of its own. Also, i don't mean to have this world in a limited-magic environment, but rather a world filled with magic and players are walking around literally covered in them and have to try to keep them all happy while the armor bickers with the sword and the gloves are falling in love with the boots... etc.

What would a campaign setting like this feel like? I have a hard time visualizing it, but i think that as a roleplay heavy setting it could be very enjoyable.

that sounds like a lot of fun, but think about how many personalities you would need to be running at one time once the characters got to a high enough level to be totally covered with magical equipment. additionally, most interaction needs to be between a player and some other object, whether that be an npc or a sword with its own mind. once you get to the point where there is a three or four way conversation going on and a player is not involved in it, then you are going to be stealing your players thunder a little bit

I agree with Bow_Seat. I'd say if you did this you should reduce the number of magic items the characters carry around, not necessarily by reducing the overall presence of their magic bonuses but instead by concentrating their effects into a few items.

It also makes more sense that if every item is an artifact that you'd have fewer items with more powers per item.
