The idea is to make things more fluid and not rely on resting so much. So I'm proposing a system like this: All powers are divided into not just encounter and dailies, but also into attack and utility. So, let's say a player has used two encounter attack powers, one daily attack power, one daily utility and two encounter utilities. Recharges are always checked by groups. So at the end of each round the DM rolls: 2d6 for Encounter Attack Powers 2d6 for Encounter Utility Powers 2d6 for Daily Attack Powers 2d6 for Daily Utility Powers I prefer the DM to do it, so that it's simpler and doesn't clutter player turns even more than they already are. The DM declares what gets to be recharged at the end of each round. Encounter powers always recharge on a 7. Daily powers always recharge on an 11. That means there is roughly a 1 in 6 chance for encounter powers and rougly a 1 in 18 chance for dailies to recharge. That means daily powers take about three times as long to come back as encounter powers. Each set (as above) is allowed a single recharge for a successful roll. So the player above would be able to choose one of his or her two encounter attack powers on a successful roll and the same for the encounter utility if it was successful. Racial powers seem to be utility oriented, and so I would just clump racial powers into encoutner utility powers for ease. I would treat second wind as an encounter utility (since that's basically what it is). When out of combat, powers get checked once per minute. The DM rolls in secret and just declares when players can get back a particular expended power type. The player determines what comes back if more than one power of that type is still expended, as usual. Yes, I realize this grants a power boost to the players. But I also never use minions in combat, so combat is always more difficult. This means players are more likely to burn through encounters and dailies, which leaves them with severely limited resources and/or in desperate need of an extended rest. |

So I'm not sure that's a huge concern. 2. Actually, it does make you less rest dependent. The only thing absolutely demanding a rest is healing surges, since they still only come back from an extended rest. I think that both makes sense and keeps the heroes from thinking they can just run foolhardy into battle whenever they please. 3. I'm totally aware that a daily power or even two will recharge between combats, and I'm fine with that. Wasting time is hardly necessary and there are always means available to encourage more activity among players. Actually, sometime hours can go by between combats, and that would mean all powers are returned. I'm fine with that too. |

In my game, people have also have possibilities to regain Dailies, but it is milestone oriented and limited to one daily per milestone, and that would already break a lot, if I had a wizard =3. |
