Another House Rule for Resting

What I have done to speed up resting is this. The PC's don't have to wait 16 hours to do an extended rest. Instead, they can extend rest after half of the PC's have expended all their healing surges. And to keep too much abuse from happening, PC's must have an encounter between a short rest and extended rest. This way, characters who are on a time limit to complete a certain task can recharge their daily's without having to wait till the next day. I don't like having the PC's choosing to go up against the Boss Leader (which they learned is going to conduct a ritual of destruction X against city Y within the next hour or two) underpowered with most of their daily's expended (not due to bad planning on their part, just bad dice) and Fleeing the city knowing that they could not take on the Boss without their daily abilities, well they could, but the costs would be dramatic.

While I am sure that most other DMs might just give them their daily abilities in this case (or else actually force the PC's to make such decisions, as these sort of decisions are why the game can be so exciting), I have found this sort of event happening all too frequently, as the PC's short and extend rest on normal intervals most of the time, but all it takes is one encounter that is drawn out by PC's rolling low and enemies rolling high that forces the party to use their dailys (or flee, if that is even an option, sometimes the exits are crowded with enemies and attempting to leave by them would be even more disasterous, Opportunity Attacks anyone?)

The players normally use their daily's only when the times demand it. Not to mention, I also use another house rule about the use of encounter and daily powers. The PC's and Monsters cannot use encounter or daily powers (there are exceptions especially with utilitity powers) on the first round, and may not use daily powers on the second round. I do this so that players don't just kill everything on a first round. And it eventually taught the players the use of self restraint and teamwork as they learned to work together instead of the selfish, I-can-kill-everything-without-you mindset. Now usually by the time the third round has come by, the players see if the using of the daily IS a waste or not of the power.

I am not posting this so much as to recieve feedback on what others think about it, though it is welcome. Rather, I am posting this so that others who are experiencing the same problem might have another option.

Although this does work, this should not happen so many times that it requires a house rule.
Use instead a "resting pool", a small pond that "If a player character takes a short rest adjacent to this pond he gains all the benefits of an extended rest. Each player character can only gain benefit from this pool once a day"
When your players have learned self-restraint, you can ditch the other house rule. I like the way you tackled things, and admire you for it. Very well done indeed.
