So far this unrefined mess is what I have so far. I'm still fleshing it out and the War Gears themselves will be coming later.

I plan to use these like transforming hero suits. (Think Kamen Rider or Power Rangers)

I'm trying to pin down the armor stats and abilities tied down.
I do plan on using the boons listed in DM Guide 2  for each user.

But. I need to clean these up and figure out a few issues. What if my players don't end up with certain classes? How should I adjust these?

I did realize I mised something.
The Realization Power.

The Realization power is when these items become more than just another stat boost. Realization could happen any number of ways, depending on the item.
I.E.
The owner of Kord's belt. They wade into battle regardless. No fear of death, they revel in the battle. Suddenly an enemies attack is stopped by an invisible force. Thunder echos and electricity crackles around him/her. A brief flash and the character is encased in a bronzish armor that resembles plate, but doesn't seem to hinder their movement.
An elaborate blade appears in there hand. The hilt, a fist gripping a lightning bolt with a blade extending from its knuckles.

Each gear would have it's own realization.

I'm only really stumped on how to adjust the damage to make it feel powerful, but not overtly so.
That and what Bahamut's and Moradin's items should do.

Anyone with any thoughts? I'm not afraid to hear how silly this all sounds.

I'm sorry is this an item set or an artifact?

Cause it sound's like you're trying to track concordance for all of them.

I'd suggest writing this up as a normal item set, then add the artifact powers as the final set benefit, including the concordance chart.

I'd suggest writing this up as a normal item set, then add the artifact powers as the final set benefit, including the concordance chart.

These are seven individual artifacts.

For example, a character with Kord's belt could (after I grant them the full capability of the item) activate it's power to create a suit of armor and weapon matching Kord's domain. (Storms and battle)
That armor would act as the highest proficient armor that character is proficient with and give them a heavy blade they're proficient with.
They can dismiss this transformation as a free action.
That's Kord's War Gear

Each individual artifact counts as one war gear.

OK then I think you need to spell out each item and it's powers in a full write up, this functions as stuff is confusing.

Secondly why not use concordance instead of Realization?

Well. I am working on a full write, I'm just collecting input as I go to work things together.

And concordance? What's that.

(I used realization to sort of explain that the full potential of the artifact had to be realized, before that could be used)

And how often should the transformation be usable?
Daily?
Encounter?

Concordance measures how in tune with the artifact a character is and how much of its power they can access.

Type 4e artifact into a search engine and look at some examples

Oh. You mean the Pleased/Displeased system. I already planned on using that to a degree.
I just needed to figure out the pleasing and displeasing actions and each's value.

Except Bahamut's gear.

That I had an entire story event dedicated to unlocking it.
(You've got to prove yourself to a Aspect of Bahamut)

to a degree?

it's what separates a 4e artifact from the result of an artificer on acid

By to a degree. I planned for the item to remain with the character for the duration of my campaign.
So no vanishing into the sunset.
