Another race I came up with. I'm not sure if the fluff fits the canon of Wizards, but I'm not too concerned with it. A full write-up with feats and a paragon path.

Devilish fiends new to the Nine Hells, excelling in torture and ridicule.

A couple of minor concerns:

A) The new convention for racial ability score bonuses is "+2 X; +2 Y or Z". Check out the PHB3 races. Essentials will be updating former races to follow this newer convention as well.

B) I don't see any problem with allowing Hellish Tolerance to scale at the better "5 + one-half of your level" convention that the Deva and Tiefling use.

C) The new convention for attack powers that target a non-AC defense and don't have an accessory keyword (Weapon or Implement) is Ability Score +3 at heroic, +6 at paragon, and +9 at epic. You appear to be following the Dark-Fire pattern, which should be updated to +5/+8/+11, but I think that your power is more powerful than Dark-Fire such that such an attack boost should be unnecessary. Remember, you and all of your allies will be dealing 3 extra damage to the target for a full round.

Other than that, not bad. I've seen a lot worse.

Thank you for your comments.

I am in full agreement about your concerns with A (added Charisma) and C.

I would like to keep the resistance at 5 only for flavor reasons. I don't feel this underpowers it and I feel like the atmani having a static, tier-based resistance fits better (like the shardmind's resistance) for my personal tastes.

On the feats

Ok the line in ragged talons where it says you can't enchant them, that's just going to encourage them to pick up monk or assassin so they can use Ki-foci to power up the claws, not a bad thing but I thought you should be aware of it.

Torturer's training needs a little tweaking, do you intend for it to give proficiency in all superior flails? Also the damage bonus needs to scale to keep the feat current at higher levels.

I was basing the Ragged Talons feat on Claw Fighter from the gnoll writeup in Dragon. I essentially copied it word for word, with minor changes. And, I'm totally okay with encouraging monk or assassin with this race's feats.

As for the Torturer's Training feat, I based it from Dwarven Weapon Training in the Player's Handbook. I don't know if updates have been made to that feat since it has come out, but I figured it was powerful enough as is. The feat intends for ALL flails, but keep in the mind the creature is small, so some flails will be off limits.

Well the goliath feat provides a +2, then bumps to a +4 at level 21. So yeah, evidence seems to suggest that scaling is now in

Sounds good to me. Changes have been made.

Thanks!
