Balancing (specific) Consumables as Reusable

So, I've been thinking about the "Bazaar of the Bizarre: Illumian Echoes" article from last month's Dragon (392, I believe). I find them appropriate because the character I'm currently playing is an Illumian (mechanically, he's a human, but that hasn't stopped me from fluffing him as an Illumian). In short, he's been ported over from an old 3.5 campaign. I'd really like for him to be able to use the power sigils (er, syllables) from the aformentioned article, but it would just be weird for him to, you know, use up and consume his heritage until it goes away. So, my goal is to make some of the sigils balanced as daily items, instead of once-off consumables. He was an Uurnaen, so those (that is, Grace and Thought) are the two that I'm interested in. (He's also level 8, so those just happen to be the ones that he's supposed to be able to have at his level. Convenient, no?) So, what can we do to make these balanced for multiple uses? I'm ok with only using one at a time, of course. Here are the possibilities I've thought of:

-Must burn a healing surge (no HP recovered)
-Can only use one per milestone (or, must have reached a milestone to activate)
-Reduced bonuses (but what?)

Yeah, not a great list, I know. That's why I'm asking for help. I think that my group/DM will allow these if I can come up with some kind of balancing factor, but I'm really not sure what would be appropriate. Any suggestions?

Depending on the strenght of the sigil, you might consider giving the Illumian character a power by that item's name and effect. Probably utility, with a frequency of your best judgement, based on the relative power of other Utils of that level.
