Sweet merciful Yeenoghu! That racial power needs to be an encounter! No race has an at-will racial attack power! The closest is Changeling Disguise but that's a non-combat power. Other than that, the racial looks good.

Others are going to tell you to drop the katar proficiency since no race gives superior proficiency as a racial feature. The Cloud Jumper can be simplified into roll twice when jumping and use either result. And honestly, I'd give the racial defense bonus to Fortitude. There's just something about the name that reminds me of Blanka from Street Fighter and he was a pretty tough dude.

Looks good now. Are they supposed to be elemental creatures by any chance? You listed them with Primordial as a language and the only creatures that really use Primordial are elemental critters.

Cloud Jumper:  When you make a high jump roll twice
   and use either result

Only high jumps? Seems a bit too specific, and assuming that you fix your racial power, I feel like the race will be a bit underpowered. I think that you should bump it up to all jumps, maybe even let them treat all jumps as having a running start.

Blaze
With a sly smile and a wink, you make flames appear around you.
At-Will ♦ Fire
Standard Action     Close Burst 1
Targets: All Enemies in burst
Attack: Dex +2 vs. Reflex or Int +2 vs. Reflex
Hit: 1d6 + Charisma Modifier damage.
Increase to +4 bonus and 2d6 + Charisma Modifier
damage at 11th level, and to +6 bunus and 3d6 +
Charisma Modifier damage at 21st level.

This should definitely be an encounter power and should definitely be a minor action. Furthermore, racial attack powers typically offer at least 3 ability score options with which to make the attack roll. Also, I know that people look to the Dragonborn racial power for stuff like this, but it's really old and not fantastically designed for what it does, so for the damage, I'd just let them add whatever ability score they used to attack.

EDIT: Also, the new scaling convention has been bumped up from +2/+4/+6 to +3/+6/+9.

I actually missed that Blaze was a standard! Yes, minor is good for racial attacks (ignore Minotaur please) and 3/6/9 is how all the new racial attacks are working. Toss in elemental origin since they're elemental creatures.

Looks mostly all right now mechanically. You do still have some slight wording and editing problems, but you may or may not consider these to be minor nitpicks:
1) There's no such thing as a jump check. There are Athletics checks made to jump. Were Cloud Jumper to be worded officially, it would look something like: "Whenever you make an Athletics check to jump, you are considered to have a running start and can roll twice and use either result."
2) The attack for Blaze says DEX+3 or INT+2. These should both be +3.
3) The damage for Blaze should specify fire damage.

I still greatly dislike that you've chosen only to give Blaze two possible attack stats when even the current official minimum of 3 is often seen as not enough, but I shall digress.

I'd say pick one of these arrays
int/wis/cha
str/dex/con
or just say highest ability score.

Something bugs me about cherry picker powers.

This may just be me, but it seems that Blaze should use either physical abilities (STR, CON, DEX) or mental abilities (INT, CHA, WIS) only. So far, racial powers based on abilities do one or the other. They do not mix and match, as flavorful as it might be.

That being said, a racial feat that allowed the power to use a "flavorful" ability score would definately be reasonable.

I think it depends, if the race follows current conventions, you could base it on the three stats that they get bonuses: +A/+B or +C. They're based off the stronger options for the race, so it would follow suit, non-dependant on class.

How is that current convention?

I thought standard convention was choose a physical or choose a mental.

I disagree. I think that such a feat might as well be a feat tax for a lot of characters. I see no problems at all with a racial power using ability score options other than the currently common STR/CON/DEX or INT/WIS/CHA. In fact, for a lot of possible racial powers, those two options don't necessarily make very much sense.

The best solution, however, is definitely still for the racial power to just allow the use of the character's highest ability score.
