Player has a weird thing for unusual player races, requested a blink dog PC, so I sat down and worked out the rules for this about a year ago, and over time added feats.  We're approaching paragon tier so I'm working on a Paragon Path.  Balance is a little funky (the race ends up being ridiculously mobile) but I try to keep it not gamebreakingly off.

Blink Dog
Average Height: Variable, but comparable to a large dog breed
Average Weight: Again, Variable

Ability Scores: +2 Dex, +2 Wis (Determined by looking at the highest stats of the old 3.5 writeup)
Size: Medium
Speed: 8 Squares
Vision: Low Light

Languages: Common, Elvish
Skill Bonuses: +2 Nature, +2 Perception
Canine Form: You are unable to wield normal weapons, but can hold other items, such as implements normally.  Your unarmed attack does 1d6 damage with a +2 proficiency bonus.  You can equip as a mount.  You are a quadruped, granting you a 25% bonus to carrying capacity.
Fey Origin: You are considered a Fey creature for the purpose of effects related to creature origin.

Racial Power:  Once per encounter you can use one of the following powers.
Fade
Immediate Interrupt
Trigger: You are attacked
Gain a +2 power bonus to all defenses until the start of your next turn.
Blink
Move Action
You teleport 5 squares

Feats:
Dimensional Rift
Prerequisite: Blink Dog, Blink Racial Power
You can take one character your size or smaller along when you use your Blink Racial power.  The character must either be grabbed or be an Adjacent friendly character.
Fey Mobility
Prerequisite: Blink Dog, Blink Racial Power
You can use your Blink racial powers 3 times before it is exhausted, if you have the Improved Blink, begin rolling after all 3 uses are expended.
Improved Blink
Prerequisite: Blink Dog, Blink Racial Power
Your Blink Racial Power recharges on a 5 or 6
Worry
Prerequisite: Blink Dog
When you sustain a grab, you do Strength modifier damage to your grabbed target.

That's the firm stuff so far, I'm still doing some small reworkings here and there.  Next Post is the highly work in progress Paragon Path.

Packleader
Paragon Path
Prerequisite: Blink Dog, 11th Level

Lvl 11: Alpha form
You are a large sized creature.  Your unarmed attack improves to 1d8 with a +3 proficency bonus.  In addition, you gain the mount keyword and your speed increases by 2.  Your Strength is considered 4 points higher for the purpose of Strength Ability Checks and carrying capacity only.
Lvl 11: Fey Pounce
When you spend an action point to charge, you can teleport up to your speed in place of the normal movement.
Lvl 16: Blinking Fade
Whenever you teleport, you gain a +2 bonus to all defenses until the start of your next turn.

Powers to come.

Guarding Growl
Packleader Attack 11
Encounter Fear, Psychic
Minor Action  Close Burst 4
Target: Each Enemy in Burst
Attack: Wisdom+4 vs Will
Lvl 21: Wisdom+6 vs Will
Hit: 1d6+Wisdom Modifier Psychic Damage and the target is slowed until the end of your next turn.
(Should I make the Slowed Dazed, or save ends, or something, I'm not entirely sure, the idea is that they basically just growl at you and it scares you enough that you don't go running off quite as quickly as before.)

Blinking Pursuit
Packleader Utility 12
Immediate Reaction
Trigger: An enemy within 5 squares moves to a non-adjacent square.
Effect: You teleport adjacent to the triggering creature and gain combat advantage until the end of your next turn.

I'd appreciate any feedback on the Paragon path as it stands so far.  Still trying to think of a good daily power.

Well.. It looks good to start with, though there are a few things.
I like how you've set up the racial powers similar to the Drow. Maybe its worth adding a paragon feat that allows you to tuse both in the same encounter?

I think Fey mobility is immensely strong, perhaps too strong... The Recharge feat is good enough.
Fade users should be encouraged too... Perhaps a feat that allows you to use the power on the first attack you suffer while bloodied? Or perhaps a feat that adds some temporary hit points when you use the power as well?

As an idea for the daily, a 3 target attack similar to the Kensei, with teleport in place of shift I think would work quite nicely.
I think Fey Pounce might be a bit too situational as a benefit in the paragon path, but it all looks balanced enough. Probably easier, rather than saying your strength increases by 4 for the purposes of ability check and things, to just say:
You gain a +2 bonus to strength ability checks and a --% increase in carrying capacity.

Yeah, I was thinking something similar.  I seem to recall a power that was attack followed by teleport, up to 3 targets, something like that.

As for Fey Mobility, yeah, it's really potent, but the player who's been playing this race was really pushing for it, and it's yet to really break a encounter.  Though, for future games I might make it a paragon feat.

Any ideas for an alternative 'action point' bonus?

The fluff idea I have for the paragon path is that he packleaders lead packs of Blink dogs in hunting down Displacer Beasts, and, though rare, they ally with Feywild native Eladrin, with the packleaders serving as mounts.  I figured the teleport charge would be helpful against anything with threatening reach (such as the Displacer Beasts), and be situationaly useful in certain battlefield scenarios.  The paragon path, in my head, lends itself to adding a controller/defender-ish secondary role.

As for Fade support, Blink is kinda where the player's been throwing his focus, which is why blink is much more fleshed out.  I've considered replacing Fey Mobility with a feat that allows extra uses of Fade as well, or something.  Maybe a few feats that add features from the Paragon Path (such as the ability to blink and fade at the same time)

How about...
When you spend an action point, you may teleport 5 squares before or after the extra action is taken?

That would retain the feel you were looking for, and make it a bit more flexible.
*Nods* Since you're tailoring more to the player, it might be best to make up feats when he expresses an interest, but perhaps give him an idea of how funky fade could be with a few tasters?

The Fey Mobility thing probably really needs to be toned down to 2 actions at most... If you were to compare it to some of the eladrin fey step feats, it should be hard to place one other the other.

I like the teleport idea.  Perhaps not as cinematic as teleporting up to 50 feet and biting the thing, but it's probably more useful.

Should I increase the teleport range on Blink with the paragon path?

'Worry' is actually a feat based on what the player would do with his last Blink Dog PC, a fighter, where he'd bite them and kinda gnaw on them a bit.

And I probably will tone Fey Mobility down, I doubt the player would really notice, since he tends to only use Blink once or twice an encounter anyway.

I will never understand why some people want to play weird races like that. To me it seems as silly as wanting to be a toaster.

But I'm impressed. You took the request seriously and came up with, what appears to be, a well thought-out and balanced option. Kudos

I play pretty loose with seriousness in my games.

My character in the same campaign, back when I was just co-Dming, was a Warforged Warlock that was designed, from backstory up, to be a Sword and Sorcery friendly Iron Man.  Hell, our paladin is named Chupatingee, and he's a legendary hero that killed two dragons.  One was legit, but young, the other simply choked on him.  That's the kind of people I'm working with, but hey, we all have fun, and we haven't broken the game too bad, that's what DnD's about, right?

Which do you think would be the best power to adapt for the lvl 20 daily?

Feywild Tempest, Omnipresent Assault, or Flurry of Teleportation?  And what do you think about me adding something that makes 'fade' turn you insubstantial as well as the +2 to all defenses?

Anybody?

Also, it strikes me now that most of the feats should probably be paragon tier, now that feats with the same basic gist are coming out, and that's where they find themselves.
