Building a Campaign without knowing the level

I'm planning on running a campaign when I go back to school, but I don't know anything about who is going to play in it yet. I plan on asking the players what level they'd like to start at and such, so I don't know the appropriate level to think about for my campaign. I'd like to have it flushed out by the time we start though, because when I go back I'm not going to have near as much time as I do now in the summer. So is there a way that I can flesh out a campaign without any level specifics, or do I just have to have a basic idea and wait til the players come?

Or should I just make a campaign and force the players to start at the level I'd need them to?

While it is often a good idea to implement player ideas into a campaign. I know from experience that, from a player standpoint, building a character from level 1 up is a much more rewarding and fulfilling feeling. Rather than just creating random characters at higher levels. This also helps balance out starting equipment and lets the DM have better control over what's available to a character and what's not.
