My current campaign's epic ending has the party members take on and destroy a Fire-based Primordial. I have a name but no idea what sort of powers the beast should have. The creature's name is Kheldrucath, it is an Elite Controller, and is a Gargantuan Elemental Humanoid.

It should probably be a solo, not an elite

Nah, it could work as an elite, if this primordial has the proper backup.

As for your primordial of flame, I'd say play up the chaotic flame archetype. Perhaps he has a rechargable fire attack that leaves zones of fire on the battlefield that hurt friend and foe alike afterwards. A fiery aura is probably a good idea too.

Adding some leadery things might also work, depending on how you see this villain playing out.

solo's also have backup: just look at the proposed orcus encounter.

in fact, that would be my advice all togher. as DM, I have a completely homebrewed setting with monsters and everything. now, I don't spend hours & hours balancing monsters. Instead I take the MM, take the level & role of the monster, and addapt on of those monsters persent.

(for example, back in the days of 3.5, when my party faced a Devouring Strossos, I used the stats of a Tarrasque, but completely reflavored him)

Have him make fiery zones on say a recharge that deal fire damage to the PC's, BUT also spawn minions (like fiery hounds) when first created. Having the boss able to summon aid, even if just minions, every now and then keeps the fight from devolving into just wailing on a bag of hit points.

I'd suggest solo as well, though if he's elite, give him some powerful allies too.

Hmmm... Okay, here goes: 1) I meant to put him as a Solo. 2) I like the idea of a rechargeable zone power that summons minions. 3) An aura ... I'll work something out with that. maybe something that gives non-allies 25 vulnerable fire, and the allies get a +15 to all non-AC defenses.

Have all of his attacks leave zones of fire in their effect area (be they a burst/blast or a single/multi target.  Any square imapcted gets a bit of flame) that burns until the end of its next turn.

Give it a recharge on bloodied minion spawning power, and make the minions it spawns explode in firey bursts when they die (and then give them a basic melee/ranged attack as well as the ability to self-detonate).

Give it a shifting reaction power (this is more work for you during combat but really gets at the chaotic nature).  By that I mean, construct say 4 immediate reaction powers and then at the end of every turn roll 1d4 to see which one it has active.  Have them trigger off of different effects so the players can never count on which type of action incurs fiery retribution.

For example:
1d4=1
Trigger: On hit with melee attack
Effect: On going 15 fire damage to target (save ends)

1d4=2
Trigger: On hit with ranged attack
Effect: Immobilize target (save ends) , summon 1 minion adjacent to target

1d4=3
Trigger: When an enemy within melee reach shifts
Effect: Push target 2 squares, and summon minion in square foe shifted into

1d4=4
Trigger: When an enemy moves adjacent
Effect: Push target 1 square, target gains vulnerable 5 fire until end of primordials next turn

Or something like that, I've not reached epic level in my game yet so I have no conception of epic level power balance.

Well, you didn't give us much to go on, but the concept was similar to something that I am working on anyway.  The minions are really flaming extensions of Kheldrucath that it controls, not really separate entities.  Also, if you click on the image you can get a larger view of it.  Anyway,  here is the rough draft (fyi, I like to have my solos pack a big punch):

Oops - I just realized the slam attack should be +38 not +41.  That was from the template of another monster, sorry!  I also meant to add a may to negate fire resistance (maybe in the aura), but I forgot.

Edit - I corrected the attack, and negate fire resistance to the aura, changed some power names and modified how the flame spheres attack

Because you do not allow access to your profile (and thus your gallery) it is really difficult to read the stat block.  However, after pasting it into word document I could read some of it (but not the power text).  A quick few comments:

The hit points don't seem to use the DMG1 (1,505) or DMG2 guidlines (1204), no big deal - just thought you might want to know.

The Fortitude and Will defenses seem a bit high

It is hard to read, but I like the cold/fire mechanic for the regeneration, but I think regen 20 might be a bit high

Is that a double digit saving throw bonus?  If so, I like this for gods, primordials, demon lords, etc.  This would stop a lot of effects (especially if it is partnered with my unquenchable power).

I would suggest adding an immediate power that could happen every round to keep the PCs on their toes and possibly a minor power so that it can get more going in one round.

Sorry about the privacy settings issue. It has been resolved. And lowering the regen will be fine, but I'm not sure what it should be lowered to. a Minor power, hmmm...(grins evilly)

The version I posted had a regen of 10, increasing to 20 when bloodied.

You might take the easy way out and use Blazing Rorn the Fury from the Forgotten Realms Campaign Guide, or else reflavor Mual-Tar the Thunder Serpent from a Dragon article.  Those aren't controllers, but they are primordials.
