We've been working through the Paragon levels, (they just made 16) and it seems like their at-will powers are really lacking. Would it throw off the balance to bump the damage both at 11 and 21, instead of just at 21?

lacking how?

it should be..
1w(or a die for spells)+ a stat mod + magic item bonus
for ease
1d8+7(if ther sta was 20 at first level and kept maxed)+4(if they have the highest plus available to them)

12-19 isn't too bad, at 21 it would go up to 2d8+8+5 15-29 the top end really seeing a spike due to the second die, while at first level it would have been 1d8+5+1 for 7-14

So the question is... did they have maxed or just below maxed attack stat, and do they have good weapons/implements?

But, they are reaching the point where the at wills are supposed to feel a little weak, it's WHY they get that boost at 21. But the answer to the above question may help.

Two things to think about before using this house rule:
--The ranger's twin strike becomes pretty awesome.
--Certain low damage encounter powers loose some of their luster.

Whether those two issues makes higher damage at-wills a bad house rule is your judgment call.
