I am making a campaign that deals much with things from the Plane of Dreams attempting to pierce the shroud in order to attack the living world. I am doing this for the heroic tier, so I would appreciate ideas to instill wonder and fear in my players...

Ideas I have so far:
- Tracking a foe back to the POD
- Adding encounters that pick on the players' phobias and fears through mental attacks...
- Phantasmal Killer-esque trap (I would need stats for it)

I appreciate all the help I can afford, and I also have about a week for prep...

This looks to be exactly what you want.  I have no connection to these people but have used some of their products which I have found usefull.

Expeditious Retreat Press presents the latest campaign setting for your 4

Nevermore includes 160 pages of campaign information, player and GM mechanics and unique magic items and monsters of Nevermore

th Edition game— Nevermore. Nevermore is a world where the imaginings of mortals come to life; every story ever told (or yet to be told) has its roots within this realm. From classical heroes to mythical creatures, the inhabitants of Nevermore and the land itself are gripped in a struggle between good and evil, between destruction and preservation, between dreams and nightmares. This is the promise and the peril of Nevermore. The question is… Are you willing to risk the nightmares of this world to live your dreams?

That is a bit too...expensive. I want ideas that will  1. not require a published Campaign setting, well non-wotc...., and 2. expand on an idea that will lead up to a big finale that requires killing a foe twice: Once normally in the material world and second much more powerful in the dream world... as well as 3. Incorporate psionics... (I have one of my sentinel NPCs as the "Warden of the Dream Plane" who enlists the PCs in higher-tier missions...)

Nevermore is good, too good, for what I need.

i am currently working on a Lurk (psionic striker) and an Elan bloodline (with mechanics like the dhampir) for humans that could work well for your campaign. Also research the Keepers of the Cerulean Sign.
